BASICALLY ABOUT 8,000 NEW FACES EVERY YEAR BEING ADDED TO THE COUNTY. AND WHILE THE UNDERLYING KEY JUDGMENTS OF THE 2018 COUNTY THOROUGHFARE PLAN REMAIN TRUE, THE GROWTH ESTIMATES AND THE ACTIONS AND SPECIFIC TACTICAL ACTIONS INSIDE THAT PLAN ARE OUT OF DATE. SO WE NEED A NEW PLAN, A NEW THOROUGHFARE PLAN, IN MY OPINION, MY OPINION OF OTHERS THAT REFLECTS OUR CURRENT CONSI, OUR CON CURRENT CONDITIONS AND FUTURE PROJECTS. AND SPECIFICALLY, THE SOUTHEAST QUADRANT OF THE COUNTY LACKS THE NORTH SOUTH MOBILITY, AND WORSE, IT FUNNELS ALL TRAFFIC. NOW ON THE STATE HIGHWAY 2 0 5, WHICH CLEA MCCLENDON CHISHOLM IN HALF 5, 5 55, 48, FM FIVE 50, AND 5 48 CAN'T REALLY ABSORB THAT PROJECTED TRAFFIC LOAD, THE, OF THE GROWTH. SO THEY'RE, THEY'RE ALL ROADS. THEY'RE FARM TO MARKETS, BUT THEY'RE BASICALLY OBSOLETE AND UNSAFE FOR, FOR HEAVY TRAFFIC USE. SO WE NEED TO MOVE, IN MY JUDGMENT, WE NEED TO MOVE BEYOND THE EMOTIONS THAT ARE CONTROLLING THE, OR DRIVING THE OUTER LOOP DISCUSSION. FEAR-BASED PLANNING DISTORTS OUR LOGIC AND CRIPPLES OUR DECISION MAKING. WE NEED TO HAVE CLEAR MINDED DECISIONS ABOUT THE FUTURE AND OUR ROLE IN THE GROWING COUNTY. AND BY FOCUSING ON POSSIBILITIES, WE OPEN OPPORTUNITIES. AND WE ALSO HAVE TO BE HONEST ABOUT WITH EACH OTHER. SO IF WE TURN AWAY FROM THE NORTH TEXAS COALITION OF GOVERNMENTS, AND IT WILL SHIFT THE BURDEN FOR A NEW ROAD STRUCTURE TO THE CITIZENS OF ROCKWELL COUNTY, . SO WE JUST, I JUST ASK, WE, WE HAVE AN HONEST, OPEN DISCUSSION ABOUT THAT BECAUSE IF WE ERASE THE OUTER LOOP, SOMETHING'S GOING TO HAVE TO REPLACE IT. AND IT'S WHO'S PAYING, WHO'S GONNA PICK UP THAT BILL? BECAUSE, UH, RIGHT NOW, AND WITH THE, WITH THE TRAFFIC LEVEL ON H ON STATE HIGHWAY 2 0 5, THE CITIZENS OF MCCLENDON CHISHOLM ARE STARTING TO CARRY A DISPROPORTIONAL SHAPE BURDEN OF THAT TRAFFIC AND JUST DRIVE THROUGH ANY TIME. AND SO WHEN TDO TELLS YOU WE'RE STILL HAVING A RECORD CONSTRUCTION BUDGET FOR 24 25 AND THE NEXT YEAR IS GONNA BE THE SECOND HIGHEST, AND THEN THEY EXPECT THAT TREND TO GO ON, WHAT THAT MEANS IS, IS IF THE NEXT YEAR IS THE SECOND HIGHEST, IT'S LOWER. AND IF THEY EXPECT THAT TREND TO GO ON, IT'LL BE LOWER AND LOWER. AND HEADQUARTERS HAS TOLD US OVER THE NEXT FIVE YEARS, CONSTRUCTION DOLLARS ARE GOING TO REDUCE OVER TIME.
