WE'RE GONNA GO RIGHT, COMMISSIONER AND COMMISSIONER ROCKER PRESENTATION THEY WOULD LIKE TO DO. SO DIRECT YOUR ATTENTION. YEAH. UM, YOU HAVE THE, THE QUICKER THING YOU GOTTA DO THAT WE, WE'LL WORK THROUGH THIS. YES. WE'LL WORK THAT. OKAY. WE'LL WORK THIS. AWESOME. WELL, UH, I'M GLAD YOU ALL THANK YOU FOR GIVING US THE OPPORTUNITY TO SHARE HERE WITH YOU. UH, WE WANNA KIND OF, JOHN, COMMISSIONER STA AND I'M SORRY, WANNA WORK TOGETHER TO MAKE A PRESENTATION ABOUT WHAT WE'RE DOING ON THE OUT LOOP AND WHAT'S HAPPENED SINCE JANUARY 1ST. UH, BECAUSE THERE'S BEEN A LOT GOING ON AND THERE'S BEEN A LOT THAT'S GOING TO GO ON. AND THEN WE'LL TAKE SOME QUESTIONS AT THE END. OKAY. SO FIRST LET'S, WHAT HAPPENED? OKAY. UM, ON JANUARY 14TH, THERE WERE THREE ITEMS PLACED ON A COMMISSIONER'S COURT AGENDA. UM, SUMMARIZING OF BRIEFLY UP THERE, THE RESOLUTION TO REMOVE THE OUTER LOOP FROM ROCKWALL COUNTY, A RESOLUTION TO CHANGE OUR COUNTY MASTER THOROUGHFARE PLAN TO REMOVE THE OUTER LOOP AND RABBIT RIDGE ROAD AND A RESOLUTION TO SUSPEND, SUSPEND WORK ON THE HALF ENGINEERING CONTRACT FOR THE OUTER LOOP. THAT WAS THAT THE, THE OUT TALK IN A MINUTE. WHY THE OUTER IT WAS IMPORTANT WITH THE HALF CONTRACT BECAUSE YOU'LL SEE WE ACTUALLY DID SOMETHING WITH THAT. SO ON WE THEN, JOHN, ARE YOU WORKING OFF THE SAME THINGS? I'M HERE. YEAH. OKAY. SO THE DAY BEFORE THE JANUARY 14TH MEETING, THE COMMISSIONER'S COURT RECEIVED AN EMAIL FROM THE GENERAL COUNSEL TO THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS ASKING US TO REMOVE THOSE ITEMS FROM THE AGENDA AND NOT TO CONSIDER THEM. UM, AND AS YOU SEE ON THE SLIDE, AND AS THE EMAIL WAS READ INTO THE RECORD THAT DAY, UH, IN SUMMARY, THEY SAID THAT APPROVAL OF THOSE THREE AGENDA ITEMS WOULD ADVERSELY AFFECT OUR RELATIONSHIP, OUR RELATIONSHIP WITH OTHER GOVERNMENTAL ENTITIES AND OUR FUNDING PARTNERSHIP. IT WAS A WE, AN EMAIL WE TOOK SERIOUSLY. AND IN RESPONSE TO THAT, THE COURT TOOK TWO OF THOSE ITEMS OFF. WE TOOK OFF THE AGENDA ITEM TO REMOVE THE OUTER LOOP FROM ROCKWALL COUNTY AND WE REMOVED THE ITEM TO CHANGE THE MASTER THOROUGHFARE PLAN. WE DID VOTE TO APPROVE SUSPENDING THE HALF CONTRACT, WHICH WAS DONE WITH THE UNANIMOUS VOTE. AND IT WAS DONE PURSUANT TO THE TERMS OF THE HALF CONTRACT, WHICH GAVE THE RIGHT TO SUSPEND IT FOR UP TO 90 DAYS. THE REASON THAT WAS REALLY IMPORTANT IS BECAUSE WE WANTED TO MAKE SURE THAT HALF AND THE COMMISSIONER'S COURT ARE WORKING IN SYNC ON OUR OBJECTIVES ON WHERE WE WANNA GO WITH THIS. AND ALSO IT WAS VERY IMPORTANT BECAUSE HALF WAS ABOUT TO GIVE OR GETTING CLOSE TO THE DAY WHERE THEY WOULD GIVE A NOTICE TO PROCEED, UM, WHICH WOULD START AT 365 DAY CLOCK BY WHICH EVERYTHING HAD TO BE DONE, AND THEN IT WOULD BE SET IN STONE. SO IT WAS A VERY GOOD MOVE, I BELIEVE, ON THE PART OF THE COMMISSIONER'S COURT TO SUSPEND THAT WORK. AND SO THAT'S WHAT WE DID. THEY ALSO SAID IN THE EMAIL THAT THEY WANTED TO HAVE FURTHER DISCUSSIONS WITH COMMISSIONER'S COURT. SO NEXT SLIDE. WHAT HAPPENED? COMMISSIONER STACY AND I WENT OVER AND MET WITH THE NORTH CENTRAL COUNCIL OF GOVERNMENTS, UM, WITH MICHAEL MORRIS, WHO'S THE DIRECTOR OF THE RC RTC REGIONAL TRANSPORTATION COMMISSION. AND WE HAD A VERY GOOD CONVERSATION. UH, A LOT OF PEOPLE HAVE ASKED ME, HOW DID THAT CONVERSATION GO? AND I SAID, WITHIN THE REALM OF REALITY, IT COULDN'T HAVE GONE BETTER. THAT'S MY OPINION, JOHN, IF YOU FEEL DIFFERENTLY, JUMP IN. SO, AND I SAY THAT WITHIN THE REALM OF REALITY BECAUSE THERE WERE, YOU COULDN'T GET, UH, IT'S JUST REALITY. WE HAVE TO DEAL WITH WHAT'S GOING ON. SO MICHAEL MORRIS MADE SEVERAL IMPORTANT COMMENTS, WHICH WE'VE SUMMARIZED UP HERE. FIRST, HE SAID, WHEN HE NOTED THAT ROCKWELL COUNTY AND NOT THE RTC IS PAYING FOR THE HALF CONTRACT AND THE STUDY THAT'S BEING DONE, THAT'S THE ENGINEERING WORK AND THAT'S IMPORTANT BECAUSE OF WHERE WE GET WHERE WE'RE GOING DOWN THE ROAD. SECOND, HE INDICATED THAT TO HIM THERE ARE CERTAIN IMPORTANT [00:05:01] CONNECTIONS RELATED TO ROCKWALL COUNTY FOR THE OUTER LOOP, THE CONNECTION WITH COLLIN COUNTY AT THE NORTH. THERE'S A CONNECTION POINT THERE, THE I 30 INTERSECTION AND THE CONNECTION TO KAUFMAN COUNTY AT THE SOUTH. NOW I HAVE A NOTE THERE THAT HE, WE ALSO DISCUSSED THE INTERSECTION WITH HIGHWAY STATE HIGHWAY 2 76. THAT DID NOT SEEM AS IMPORTANT TO HIM, BUT WE DID DISCUSS IT AND IT'S THERE. AND SO HE WANTED TO LET US KNOW THAT HE WANTED TO HIM, IT WAS IMPORTANT TO HAVE THE COLLIN COUNTY CONNECTION AT THE NORTH AND THE INTERSECTION WHERE IT WAS AT I 30 BECAUSE SOME OF THE WORK THAT HAD BEEN DONE TO DATE. AND AFTER THAT, HE SAID THE RTC WILL CONSIDER ALTERNATE ALIGNMENTS. OKAY. HE DID SAY WE HAVE TO CONSIDER VIABILITY. HE SAID, OBVIOUSLY IT'S GOTTA BE SOMETHING THAT'S REASONABLE FOR THOSE ROUTES TO BE TAKEN INTO CONSIDERATION. BUT WE DISCUSSED A LOT OF DIFFERENT THINGS. WE DISCUSSED WHAT WE COULD LOOK AT, WHERE WE COULD GO, HOW WE COULD DO IT, WHAT THEIR ROLE WOULD BE AND WHAT OUR ROLE WOULD BE. AND HE SAID THAT EFFECTIVELY GIVE US UP TO SIX ALTERNATE ROUTES. AND AS YOU'LL SEE ON A LATER SLIDE, THERE ARE THREE ALTERNATE ROUTES THAT HAVE KIND OF BEEN DRAWN IN ALREADY. AND HE SAID, GIVE US UP TO SIX MORE AND WE WILL RUN TRAFFIC PROJECTIONS AND DO THAT. AND, AND HE SAID THAT, AS FAR AS HE'S CONCERNED, OTHER THAN THOSE CONNECTION POINTS, THE ALIGNMENT IS LARGELY UP TO ROCKWALL COUNTY. AGAIN, WITHIN THE CONTEXT OF IT'S GOTTA BE VIABLE AND REASONABLE. UM, WE DISCUSSED WHAT WOULD HAPPEN IF THE COUNTY REFUSED TO MOVE FORWARD AND JUST SAID, WE'RE NOT GONNA COOPERATE. UM, HE SAID THAT HE, THEY WOULD RECONSIDER EXISTING ROAD PROJECTS THAT THEY'VE GOT WITH THE COUNTY AND HE MADE THE COMMENT THAT HE REALLY DOESN'T WANNA GO THERE IN HOPES IT DOESN'T COME TO THAT AS SO. AND THEN HE SAID ALSO THAT IF ROCKWELL COUNTY WERE TO DROP THE HALF CONTRACT AND NOT DO IT, IN ALL LIKELIHOOD, UM, THE REGIONAL TRANSPORTATION COUNCIL WOULD PICK IT UP AND THEY WOULD PROCEED WITH IT REGARDLESS BECAUSE THEY DO HAVE THE AUTHORITY TO, UM, OF EMINENT DOMAIN. OKAY. SO I'M GONNA TURN IT OVER NOW TO JOHN TO DISCUSS WHERE WE GO FROM HERE. YOU NEED ME TO GO HIT THE BUTTONS OR NO, NO, NO, I'M GOOD. I I CAN TALK FROM HERE. OKAY. ALRIGHT. SO, UM, AS THE SLIDE SAYS, THE COMMISSIONER COURT NEEDS TO WORK TO ACHIEVE THE BEST POSSIBLE ROUTE. UH, LAUREN AND I HAVE TALKED SEVERAL TIMES AND WE THINK THAT IT'S THE DUTY OF THE COMMISSIONER'S COURT TO FIND THE BEST POSSIBLE ROUTE THROUGH ROCKWALL COUNTY. UM, THE ROUTE NORTH OF 2 76 IS LARGELY FINALIZED. SO WHAT THE BULK OF THIS DISCUSSION IS IS SOUTH OF 2 76. UM, WE'RE GONNA BE WORKING TO FIND THE BEST POSSIBLE OUTCOME FOR THE COUNTY. AND WE HAVE MET WITH, UH, MATT, WHO IS HERE AND SAID HE IS AVAILABLE FOR ANYONE THAT DOES HAVE QUESTIONS. SO, SO AFTER WE'RE DONE WITH THIS PRESENTATION, IF WE HAVE QUESTIONS, WE WILL INVITE MATT TO ANSWER SOME OF THOSE QUESTIONS AS WELL. UM, UH, COMMISSIONER TY AND I HAVE RE RE UH, MET WITH THE HALF TEAM TO START DISCUSSIONS OF WHAT DOES THAT LOOK LIKE TO, TO INCLUDE ADDITIONAL ROUTES INTO THE CONCEPT. SO YOU CAN GO TO THE NEXT, GO TO THE NEXT SLIDE. UM, NEAR ROCKWELL COUNTY DAYS, UH, COMMISSIONER TY AND I SAT DOWN AT CHIPOTLE 'CAUSE WE'RE FANCY LIKE THAT , UM, AND, AND DECIDED WHAT WOULD BE THE BEST PLAN OF ACTION SO THAT WE CAN SEE THIS ALL THE WAY THROUGH. WE HAVE A LOT OF UNKNOWNS. UM, I BELIEVE WE'RE ON STEP FOUR, BUT IT DOESN'T MATTER, BUT THEY'RE NOT ALL UP THERE, BUT THEY'RE NOT ALL UP THERE. YEAH. UM, YEP, WE'RE UPSET, BUT, BUT WE'RE WORKING THROUGH A PLAN TO, TO GET US TO THE END POINT. SO WE ARE OBVIOUSLY AT DISCUSS AND BRING THE CONSORTIUM UP TO WHERE WE ARE. WE'RE GONNA BE LOOKING AT SOME NEW ALIGNMENTS. WE DON'T HAVE THOSE DRAWN UP, BUT COMMISSIONER LI AND I ARE GONNA BE WORKING WITH THE HALF TEAM TO COME UP WITH MORE ALIGNMENTS. UM, WE ARE GOING TO BE MEETING WITH THE CONSORTIUM AGAIN ON WHAT THOSE ALIGNMENTS LOOK LIKE. WE ARE NOT DOING THIS IN A VACUUM. WE DO WANT INPUT. UM, AND THEN ONCE WE KIND OF GET THROUGH THAT POINT, WE'RE GOING BACK TO THE RTC AND UH, NET CALL TO GET VI VIABILITY AND FATAL FLAW ANALYSIS. THEN WE'RE GONNA BE GOING AND ENGAGING THE PUBLIC THROUGHOUT THE COUNTY, UM, ON WHAT WE'RE LOOKING AT. AND THEN WE'RE GOING TO LOOK AT FINALIZING, UH, WHAT WE THINK THAT FEASIBILITY ROUTE SHOULD LOOK LIKE. AND THEN, UH, GETTING THIS MOVING FORWARD. SO IF YOU GO TO THE NEXT ONE, SO THIS ONE'S GONNA BE A QUICK SLIDE. [00:10:01] UH, WE ARE JUST, WE'RE JUST WANT TO ALERT EVERYONE OF WHAT WE'RE ACTUALLY LOOKING AT TO CLEAR THE AIR, TO MAKE SURE PEOPLE UNDERSTAND WHAT'S ACTUALLY BEING DISCUSSED, WHAT ISN'T BEING DISCUSSED, SO THAT WE CAN HAVE AN OPEN AND HONEST CONVERSATION WITH EVERYBODY. WE ARE REVIEWING, UM, ALTERNATES AND WE'RE LOOKING AT FEEDBACK FROM THIS BODY. SO WE GO TO THE NEXT SLIDE, PLEASE. YOU'LL SEE, UM, I HAVE COPIES OF THIS THAT YOU CAN SEE BETTER. I'LL PUT THESE OUT ON THE TABLE. UM, THIS IS JUST KIND OF THE THREE CURRENT SOUTHERN ROUTES THAT, THAT ARE OUT THERE. UM, AND WE ARE LOOKING AT ADDING MORE TO THIS CALCULUS. THAT'S, THAT'S WHAT, THAT'S WHAT COMMISSIONER LUKI AND I ARE TRYING TO DO. WE'RE TRYING TO SEE IF THERE ARE OTHER WAYS THAT WE CAN GET THIS ROUTE THROUGH THE SOUTHERN SIDE OF OUR COUNTY FROM 2 7 6 TO COUNTY IN A WAY THAT WE WOULD BE PROUD OF AND THAT WE COULD VOTE FOR. UM, THAT'S REALLY THE END GOAL. SO KIND OF WITH THAT, I DIDN'T KNOW IF, UH, IF THERE WAS ANY DISCUSSION FROM THE CONSORTIUM. UM, THANK, UH, YEAH, ONE SECOND. THANK MATT FOR BEING HERE. OBVIOUSLY ITS IS HERE. UM, AND WE ALSO HAVE, UH, FOLKS FROM UH, CO HERE AS WELL. AND, UM, THERE THINGS THAT COULD BE DONE TO MITIGATE IT, TO DECREASE SIGN SOUND, TO DECREASE THE, THE VISIBILITY OF IT, UM, TO DECREASE DEVELOPMENT ALONG IT. BECAUSE ONE OF THE BIGGEST CONCERNS THAT I KNOW COMMISSIONER STACY AND I HAVE IS WE DON'T WANT A ROAD THAT'S BUILT THAT IS LINED WITH APARTMENTS TOP TO BOTTOM. SO WHAT CAN WE DO TO TRY AND LIMIT THOSE THINGS? AND WE DISCUSSED OPTIONS WITH NET COG, WE DISCUSSED OPTIONS WITH THE ITS FOLKS AND THAT'S SOMETHING THAT WE'LL ALSO BE LOOKING AT WITH WHAT ANY PROPOSAL WE BRING. YES. SO YOUR QUESTION, COMMISSIONER, THE THESE THREE THAT WE'RE LOOKING AT HERE RIGHT NOW, HAS THERE BEEN FEASIBILITY STUDIES ALREADY COMPLETED AS FAR AS THE COLLATERAL DAMAGE? IF YOU WANNA THINK OF IT IN WHAT THAT MIGHT LOOK LIKE? YES. MATT, DO YOU WANT TO TALK ABOUT THE, THE NOSE, UM, THE, UH, SLIDE, UM, BECAUSE THIS IS WORK THAT HALF HAS ALREADY PUT IN, RIGHT? AND WHAT THIS GRAPHIC IS SHOWING IS, UH, THOSE LITTLE DOTS THAT YOU SEE ALL OVER THERE, THOSE ARE COMMENTS WE RECEIVED AT, UH, NOT LAST NOVEMBER WAS YEAH, OUR PAST PUBLIC MEETINGS. SO WE WERE ASKED TO LOOK AT MORE ALTERNATIVES AND THIS GRAPHIC IS JUST SHOWING THE THREE THAT HAD THE LEAST IMPACTS OF THE, I GUESS AARON. WE HAD 6, 7, 8 DIFFERENT VARIATIONS INCLUDING WHAT WAS ON THE PREVIOUS THOROUGHFARE PLAN, A LITTLE MODIFICATION OF THAT TO TRY TO MINIMIZE IMPACTS. AND THEN WE DID THE ALTERNATIVES ANALYSIS WITH THE EVALUATION MATRIX TO SHOW THE IMPACTS, LIKE FOR IMPACTS TO NATURAL ENVIRONMENT TO DISPLACEMENT OF HOMES AND BUSINESSES AND NUMBER OF PARCELS. AND THERE'S A LOT OF STUFF. THERE'S ABOUT 30 OR 40 ITEMS IN THAT EVALUATION. THESE WERE THE THREE WITH THE LEAST IMPACT. AND, UH, THE, THE, SO THAT WAS IN A MATRIX AND THAT'S SOME OF THE INFORMATION WE PROVIDE Y'ALL. WE CAN PROVIDE THAT AGAIN AS FOLLOW UP. AND IT'S ALSO ON THE, UH, THE COUNTY'S WEBSITE WITH OUR MATERIALS FROM THAT NOVEMBER PUBLIC MEETING LAST TIME. SO I THINK WHAT YOU WERE ASKING US TO DO, UH, COMMISSIONER, COMMISSIONER WAS TO , YOU KNOW, EXPAND OUT THAT AREA EVEN MORE AND SEE WHAT THAT WOULD BE. AND I THINK WHAT I'M HEARING FROM Y'ALL IS, IS AS WELL IS, UM, AND WE OFFER TOO, TO JUST HAVE A LITTLE SIT DOWN MEETING. WE CALL MAP THE MARKERS MEETING, RIGHT? WE HAVE A PLAN THERE TO LAY OUT, YOU ALL KNOW THE AREA, UH, VERY WELL AND, AND START LOOKING AT OTHER ALIGNMENTS THAT COULD BE EVALUATED, BUT GOING THROUGH THAT SAME PROCESS TO LOOK FOR AN ALIGNMENT THAT HAS THE LEAST IMPACT. AND THAT'S WHAT WE'RE, WE'RE CHARGED WITH IN ANYTHING. AND FOLLOWING THE, THE NEPA PRO, THE ENVIRONMENTAL PROCESS THAT WE'RE FOLLOWING IS A, A STATE POTENTIAL FOR STATE FUNDING, [00:15:01] FEDERAL FUNDING, RIGHT? THE, TO FOLLOW THE NEPA PROCESS, WHICH IS HOW YOU HAVE TO DO ENVIRONMENTAL ASSESSMENTS FOR STATE AND FEDERAL PROJECTS THAT ARE FUNDED BY STATE AND FEDERAL FUNDS. SO I THINK IT'S WORTH NOTING ALSO. I THINK IT'S WORTH NOTING ALSO THEY OFFER, THEY SUGGESTED BRING, BRING US SIX ALTERNATIVES AND I THINK IT'S PRETTY SAFE TO SAY THAT WE'RE GONNA TRY AND LOOK AT ALTERNATIVES THAT AT SOME POINT TAKE THIS OUT OF ROCKWALL COUNTY ALSO. OKAY. SO AS EVERY, I THINK EVERYBODY KNOWS THE, SOME OF THE MOST SIGNIFICANT PUBLIC INPUT WE'VE GOT, CONCERNS WE'VE RECEIVED FROM CITIZENS IS IN PRECINCT THREE, UH, RIGHT IN THE MIDDLE OF THAT KIND OF BELL RIGHT THERE, WHATEVER IT IS, NOSE WHATEVER IT'S YOU GUYS CALL IT. UM, AND ONE OF THE OPTIONS I THINK WE'RE GONNA BE LOOKING AT ALSO IS SEEING IF THERE'S A WAY AT SOME POINT WE CAN MOVE IT TOTALLY OVER TO HUNT COUNTY. I DO HAVE TWO QUESTIONS ACTUALLY. SO, UM, BASED ON THE SLIDE, ROCKWELL COUNTY IS PAYING FOR THE HALF WORK. HOW MUCH MONEY HAS THE COUNTY SPENT ON? WHAT IS DONE? HOW MUCH MORE MONEY ARE WE ASKING? ARE WE ASKING THE CITIZENS TO SPEND TO FIND SIX MORE ALIGNMENTS BECAUSE A FEW PEOPLE IN PRECINCT THREE DON'T WANT IT TO GO THROUGH THEIR NEIGHBORHOOD. WELL, DO WE HAVE AN ESTIMATED COST? I DON'T HAVE AN ESTIMATE ON THAT. AND I THINK WHAT YOU'RE GONNA, WHEN WE, FIRST OF ALL THE CONTRACT I BELIEVE IS FOR 8.8 MILLION. OKAY? SO ABOUT 60% OF IT'S BEEN SPENT. OKAY. AND WHAT WE WERE TOLD BY MR. MORRIS WAS IF WE BROUGHT THEM ALTERNATIVES, THEY WOULD RUN THEM BASED ON THEIR INFORMATION AND THEY HAVE A DATABASE THAT WOULD MAKE ANYTHING WE TRIED TO FIGURE OUT, SEE PUNY AND THAT'S WHAT THEY'RE GONNA RUN 'EM ON. AND HE DIDN'T SAY ANYTHING ABOUT CHARGING US FOR 'EM. JAMES, SO I DON'T HAVE AN EXACT ANSWER FOR YOU. THERE WILL BE, I'M SURE SOME COSTS WHEN WE RESTART HALF IF WE CHANGE THEIR DIRECTIONS, BUT AT THIS POINT, I DUNNO WHAT THAT WOULD BE.
