AND WE HAD A DISCUSSION. ONE OF THE THINGS WE WERE GONNA DO AT THAT TIME WAS HAVE A MEETING WITH REPRESENTATIVES OF ALL THE CITIES, WHICH WE DID ABOUT A MONTH AGO. UH, WE INVITED, UH, REPS FROM EVERY CITY TO COME AND PARTICIPATE IN A PROJECT WHERE WE LOOKED AT WHAT THE EXISTING OUTLAY WAS AND DECIDED SOME ALTERNATE ROOTS THAT ARE GOING TO BE CONSIDERED BY . UM, AND SO WE'VE GOT WITH US MATT, CRAIG FROM HALF, AND HE HAS BROUGHT A LITTLE PRESENTATION. UH, UH, WHAT HE'S GONNA DO IS WALK THROUGH THIS AND THEN WE'LL OPEN IT UP FOR ANY DISCUSSIONS. AND, UH, THIS ISN'T A BRAND NEW PROJECT THAT'S BEEN LOOKED AT SINCE 2005 WHEN THE COUNTY INVESTIGATED ALIGNMENTS FOR THEM. UH, STUDIED IN DETAIL ONE 11 WITH THE COUNCIL OF GOVERNMENTS. WE HAVE JEFF NEIL, I THINK YOU, JEFF ACTUALLY I THINK WORKED ON THAT, YOU KNOW, CLOSE 15 YEARS AGO ON THAT STUDY. AND THAT'S BEEN ADDED TO THE THOROUGH FARM PLAN AND THAT IT'S ALSO IN THE, UH, REGIONAL METROPOLITAN [00:05:01] TRANSPORTATION PLAN. SO WE'RE TAKING IT NOW TO GET IT TO THE VERY SPECIFIC LOCATION OF WHERE IT COULD GO. THE NEXT SLIDE THEN IS TODAY I MENTIONED ABOUT HOW IT'S IN THE REGIONAL TRANSPORTATION PLAN. THE COUNCIL OF GOVERNMENTS IS UPDATING THAT TRANSPORTATION PLAN. IT IS, UH, UH, GONNA BE APPROV, I BELIEVE, JEFF NEXT MONTH, RIGHT FROM THE REGIONAL TRANSPORTATION COUNCIL. AND THEN, UH, IT'LL BE, UH, APPROVED BY THE FEDERAL HIGHWAYS AT THE END OF THE YEAR. SO IT'S RIGHT NOW PROGRAMMED TO HAVE ONE FRONTAGE ROAD IN BY 2035, HAVE BOTH FRONTAGE ROADS IN BY 2040, AND THEN TO ADD THE MAIN LANES TO IT IN 2050. AND SO THAT'S WHERE IT'S PROGRAMMED TODAY WITHIN THE REGIONAL TRANSPORTATION PLAN. NEXT SLIDE. THAT IS HOW WAS STUDY? I MENTIONED THE STUDY IN 2011. IT LOOKED AT MULTIPLE ROUTES AND THE ROUTE IN, UH, IN HUNT COUNTY GREEN ON THE BACK THERE. RED IS WHERE IT WAS, UM, UH, UH, PREFERRED AT THAT TIME. AND IT WAS A VERY HIGH LEVEL STUDY. IT WAS, YOU KNOW, LOOKING AT ROUTE AGAIN ALL THE WAY AROUND THE METROPLEX FROM AROUND FORT WORTH ALL THE WAY TO AROUND DALLAS. SO WE WERE MOVING FORWARD IN THE INITIAL STAGES WAS WHAT WAS PRESENTED IN RECOMMENDED PLAN FOR, THEY CALL IT ALIGNMENT A BUT IT'S THE, THE RED ALIGNMENT THERE AND IT'S CLOSE TO WHAT WAS, UH, ADOPTED IN THE THOROUGH BEAR PLAN FOR THE COUNTY. THE NEXT SLIDE THEN GETS INTO, UH, WHERE WE'RE AT. SO WE WERE HIRED BY THE COUNTY, UH, TWO PLUS YEARS AGO TO, UH, DUE A ROUTING STUDY FOR THE ENTIRE LENGTH FROM KAUFFMAN COUNTY AND MATCH UP WITH WHAT THEY'RE DOING AND THEN MATCH UP WITH COUNTY ON WHAT THEY'RE DOING ON THE NORTH END. IT WAS BROKEN INTO PHASES TWO. SO PHASE ONE WAS TO DO THE ACTUAL ENVIRONMENTAL STUDY AND THE DETAILED DESIGN THAT SETS THE EXACT FOOTPRINT OF WHERE THE, UH, OUTER LOOP WOULD GO. AND THAT'S PHASE ONE. THE DIVIDING POINT WAS, UH, 2 76. SO NEXT SLIDE THEN GETS INTO WHY WE'RE DOING THIS. AND AGAIN, IT'S ABOUT MO MOBILITY NEEDS SOME OF THE CONGESTION AND ANTICIPATED FUTURE GROWTH IN THE AREA TO IMPROVE SAFETY AS WELL. BUT WE FOUND OUT IN THE NEXT SLIDE THEN, AS WE WERE GETTING, UM, UH, MORE FEEDBACK FROM FOLKS, INCLUDING OUR BRIEFINGS TO ALL THE CITIES, AND AGAIN, I APPRECIATE Y'ALL'S PATIENCE IN, UH, SITTING DOWN WITH US AND TALKING ABOUT TRANSPORTATION OR ROUTES AND, AND THINGS ON THAT. WHAT YOU'LL SEE HERE IS, UH, YOU KNOW, THE SPAGHETTI BOWL OF DIFFERENT LINES THAT WE LOOKED AT AT THAT POINT, UH, TYING INTO 2 76 AT THE TOP OF THE DRAWING HERE, UH, GOING DOWN AND ALONG. WHAT, WHAT CAME OUT OF THAT WAS THE, UM, IT'S CALLED PURPLE OR GREEN, PURPLE OR GREEN, PURPLE MODIFIED, WHICH IS, UH, I THINK WE WERE RUNNING OUTTA COLORS, WEREN'T WE? KAREN . THE, UH, THE ALIGNMENT THAT WAS EVALUATED. IT'S KIND OF AN S CURVE ON THE END THERE, BUT WE HAD ADDED IN A COUPLE OF MORE THAT REALLY MADE IT TO THE NEXT LIST THERE ON THE, UM, THE NEXT SLIDE THAT, UH, UH, HAD GONE THROUGH IN ITS EVALUATION AND OUR EVALUATION TO COME DOWN TO THE TOP ALIGNMENTS WAS TO LOOK AT [00:10:01] THESE SIX MAJOR FACTORS, YOU KNOW, FROM THE ENGINEERING, WHICH IS THE LENGTH AND RIGHT OF WAY TO THE ENVIRONMENTAL IMPACTS, TO THE SOCIAL ECONOMIC IMPACTS, WHICH ARE PRIMARILY DISPLACEMENT AND, AND ALL THE OTHER IMPACTS THAT COULD GO WITH THAT ALONG WITH THE, THE, THE MOBILITY SIDE. SO THE NEXT SLIDE THEN GOES INTO HOW WE CAME TO THE TOP THREE IS EVALUATED, AND WE'VE GOT HANDOUTS OF THIS, UH, UM, PRESENTATION IF YOU'D LIKE. THAT IS PROBABLY OLD NEWS FOR Y'ALL. WE'LL SHARE THAT WITH Y'ALL ELECTRONICALLY AS WELL. BUT THE, THE TOP THREE WERE EITHER THE GREEN PURPLE, WHICH IS SHOWN US ALL GREEN ON THIS, UH, DRAWING HERE. AND THEN WE LOOKED AT A ROUTE IN PARTICULAR FROM FEEDBACK WE GOT FROM THE ADJACENT, UH, NEIGHBORHOODS, WAS TO LOOK TO GO FURTHER TO THE EAST OR FURTHER TO THE REST. SO THAT'S THE WESTERN OF BLUE. THE, UH, PINK IS TO THE EAST AND LOOK AT THOSE ALIGNMENTS AND SEE IF WE COULD, IF THERE'S ANOTHER ROUTE THAT HAD LEAST DIRECT IMPACTS, UH, LEAST IMPACTFUL OF, UH, THE ALIGNMENTS. AND SO THAT'S WHERE IT CAME OUTTA THE, UH, UH, THE, THE GREEN ALIGNMENT BEING THE, THE TECHNICALLY PREFERRED BECAUSE OF ITS IMPACTS. BUT WE'RE GONNA CARRY THOSE FORWARD HERE IN OUR NEXT WORK HERE, UH, GOING FORWARD. HORTON ARE THE TWO RIGHT THERE IN THE MIDDLE. BUT WE DID HAVE MULTIPLE MEETINGS WITH THE TATES AND WITH THE ON THEIR RANCH. AND WE DID HAVE A COUPLE MEETINGS WITH THE, UH, HOMEOWNERS ASSOCIATION FROM HIGH POINT LAKE ESTATES. UH, NEXT SLIDE THEN IS WHAT WE DID. I MENTIONED ABOUT THREE WEEKS AGO. WE HAD OUR MAPS AND MARKERS MEETING HERE AND, UH, RIGHT ON THE TABLE HERE AND, UH, LAID OUT THE DRAWINGS, GOT OUT THE PENS, LOOKED AT SOME OF THE DIFFERENT ALIGNMENTS TO, UH, STUDY IN FURTHER DETAIL. AND THEN WE ADDED WHAT'S SHOWN IN, IN, UH, THE COUNTY LINE H COUNTY, ROCKWELL COUNTY LINE IS JUST THERE TO THE RIGHT. AND THE RED LINE IS GENERALLY PARALLEL IN THE, UH, COUNTY LINE OVER IN HU COUNTY. AND WE LOOKED AT DIFFERENT LOCATIONS TO GET BACK TO WHERE WE WERE BEFORE. UH, GENERALLY ALONG 5 48 AND 2 76, THAT'S WHERE OUR PHASE ONE STOPPED AND MATCHED UP. UH, SO THESE ARE DIFFERENT ALIGNMENTS. AND THEN YESTERDAY WE HAD A, ANOTHER BRIEFING KIND OF GOING THROUGH AND, AND, SORRY I COULDN'T GIVE MORE THAN 24 HOURS, UH, TO, TO HASH ON THAT. BUT, UH, WE, WE DID HAVE ONE OR ALIGNMENT. WE DID ADD, UH, THE YELLOW ALIGNMENT FROM Y'ALL'S FEEDBACK FROM YESTERDAY. SO WE WON'T HAVE ANY, UH, NUMBERS TO SHARE ON THAT. WE DO HAVE NUMBERS ON THE OTHER, UH, UH, SIX ALIGNMENTS. UM, DIDN'T SEEM MUCH, UH, IN FACT THERE WAS, UH, ONE COMMENT FROM, I BELIEVE IT WAS ROYCE CITY, WHERE THE, WHERE THE LADY SAID THAT IF THE OUTER LOOP WERE MOVED FROM WHERE IT WAS, THEY WERE GONNA BUILD A ROAD THERE THEMSELVES. SO THAT KIND OF GIVEN AN IMPACT JUST TO LET EVERYBODY KNOW. SO WE'VE, AND AND ALSO MOST OF THE ENVIRONMENTAL WORK HAS BEEN COMPLETED ON THE NORTH PART. JUST TO GIVE EVERYBODY AN IDEA WHY WE'VE FOCUSED ON THE SOUTH, THAT DOESN'T MEAN THAT EVERYTHING IN THE NORTH IS NAILED DOWN AND LAID OUT. IT ISN'T. THAT'S CORRECT. BUT THAT'S WHY WE FOCUSED OUR EFFORTS PRIMARILY ON THE SOUTH. THAT AND THE, OUR CONVERSATION THAT COMMISSIONER STACY AND I HAD WITH, UM, NET IN FEBRUARY WHERE THEY STRESSED, IN THEIR OPINION, THE IMPORTANCE OF CONNECTING TO I 30 AT THE POINT WHERE IT WAS IN HAR COUNTY WHERE IT WAS.
