DO WE HAVE ANY IDEA ON A NET PRESENT VALUE BASIS WHAT THESE PROJECTS WOULD COST TODAY AND WHAT THE GAP IS BETWEEN THE BOND MONEY WE HAVE AVAILABLE TO DO THESE PROJECTS, WE AND THE ACTUAL COST TO GET THESE PROJECTS DONE? WE HAVE AN, UH, A SENSE OF THAT IN THAT WHEN THE, IN, IN THE, FROM 22 ON TO ABOUT 24, 25, EARLY 25 COST FOR CONSTRUCTION WENT UP ABOUT 78%.
IT'S LEVELED OFF HIGH, BUT IT'S LEVELED OFF.
AND SO WE'RE NOW ABLE TO ACTUALLY PREDICT WHAT THINGS ARE GONNA COST.
SO YOU CAN ASSUME PROBABLY ROUGHLY IF WE WERE GOING AFTER A BILLION DOLLARS IN IMPROVEMENTS IN 21, WE CAN PROBABLY DO HALF THAT NOW.
SO CONSTRUCTION COSTS HAVE INCREASED, CALL IT 80%, EVERYTHING'S GONE UP.
WHAT ARE WE DOING WITH THE GAP? WELL, SO THE GOOD NEWS WITH THE WAY WE DO OUR BOND PROGRAMS IS IF WE DO IT RIGHT, ALL WE'RE COVERING IS THE ADVANCED PLANNING.
AND THEN ONCE WE GET 'EM READY TO LET SOMEBODY IN HOUSTON, AUSTIN, SAN ANTONIO, OR SOME OTHER PLACE, I CAN'T THINK OF RIGHT NOW, WHEN THEY CAN'T HIT THEIR MARK, THEY STILL HAVE TO SPEND THAT MONEY AND WE'RE READY TO LET, SO LIKE 2 76 RIGHT NOW, SETTING IN A BOX SAYING GIMME MONEY.
RIGHT? AND SO AS SOON AS SOMEBODY STUMBLES AND IT LOOKS LIKE THEY'RE GOING TO, IN THIS 27 UTP, WE'LL HAVE PROJECTS READY TO FILL THAT GAP.
SO WHAT YOU'RE SAYING IS WE DON'T HAVE TO COVER THE DELTA ISSUE, ANOTHER BOND IN ORDER TO MAKE UP THE DEPTH THE SHORTFALL BETWEEN, WELL, I I THINK WE SHOULD PROBABLY TRY TO DO THIS ONE FIRST, BUT, UH, NO, WE, THE INTENTION ISN'T FOR US TO COVER THE COST, RIGHT? SO WE'VE HAD SEVERAL PROJECTS IN THE PAST.
I HAD ONE THAT WAS SUPPOSED TO BE 440 MILLION AND IT CAME IN AT 550 MILLION, RIGHT? UH, THE REGION PICKED UP HALF AND THEN THE COMMISSION PICKED UP HALF WITH THEIR COMMISSION DISCRETIONARY.
SO THERE IS A PROCESS, THAT'S WHY THEY'VE BEEN HOLDING BACK ON ALL OF THESE.
AND FOR THE LAST THREE MONTHS, THANKS TO WHEREVER MATT CRAIG IS, HE SENDS ME STUFF WHERE EACH MONTH IN THE LAST FOUR OR FIVE MONTHS, THE COMMISSION'S LETTING HAS COME IN UNDER BUDGET FROM WHAT THEY AN ANTICIPATED.
SO, UH, THEY ARE ADJUSTING THEIR NUMBERS AND AS LONG AS WE KEEP OUR PROJECTS STAYING READY, ALL WE'RE COVERING IS THE ENVIRONMENTAL ASSESSMENT, THE, UM, PS AND E AND MAYBE SOME, UH, CONSTRUCTION DESIGN.
AND CAN I JUST ADD SOMETHING IN THERE, SINCE YOU BROUGHT IT UP? THE BONDS UP, SCOTT? WE WERE, WE WERE ONLY ABLE TO ISSUE AS MANY BONDS RIGHT NOW AS WE REASONABLY BELIEVE WE CAN SPEND MONEY IN THREE YEARS.
RIGHT? SO EVEN THOUGH THERE'S 150 THERE, WE COULDN'T ISSUE IT

SO WE'RE STILL ABLE TO DO PROJECT DELIVERY.
AND I DON'T THINK RIGHT NOW WE ARE, SINCE WE'RE AT THE VERY EARLY STAGES, WE'RE NOT SEEING THAT WE'RE GOING TO NOT BE ABLE TO COVER AT LEAST WHAT'S ON THE LIST.
NOW, IF THE POLITICS CHANGE AND YOU WANT US TO DO ADDITIONAL THINGS THAT WEREN'T, 'CAUSE YOU CAN ADDITIONAL THINGS THAT AREN'T ON THIS LIST, THEN WE MAY BE IN A SITUATION WHERE WE RUN OUTTA MONEY.

SO MY ARGUMENT IS WE JUST KEEP DOING THAT.
THE NEXT STEP, I THINK, DEPENDING UPON HOW LIFE GOES IN THE NEXT TWO YEARS, IS WE'RE WORKING FROM A POLICY STANDPOINT, POLICY BY, I MEAN THE STAFF AT TXDOT AND THE REGION, BECAUSE THEY'RE, THEY HAVE A SHORTFALL IN RIGHT OF WAY ACQUISITION DOLLARS.
AND IF YOU CAN'T BUY THE RIGHT OF WAY, YOU CAN'T CLEAR THE UTILITIES AND YOU CAN'T GET 'EM READY TO LET.
AND THAT'S HOW WE'VE ALWAYS BEEN SUCCESSFUL.
SO WE WERE WORKING WITH THE, THE HEAD HEADQUARTERS TO ALLOW LOCAL GOVERNMENTS, INSTEAD OF US PUTTING IN MONEY INTO CONSTRUCTION, RIGHT, GO AHEAD AND TRY TO PUT MONEY INTO THE RIGHT OF WAY ACQUISITION.
WE WOULDN'T ACQUIRE THE RIGHT OF WAY.
WE WOULD JUST GIVE THE STATE THE MONEY AND THEY WOULD GO, GO DO IT.
'CAUSE REMEMBER WE USED TO HAVE TO DO A 10% MATCH AND NOW WE DON'T HAVE TO DO ANYTHING, AND THEN THEY RAN OUTTA MONEY.

SO WHAT I'M GONNA DO IS I'M JUST GONNA KINDA GIVE YOU AN OVERVIEW OF THE NORTH TEXAS MUNICIPAL WATER DISTRICT.
UM, TALK ABOUT, UH, SOME LONG RANGE WATER SUPPLY PLANNING AND, UM, SOME PROJECTS GOING ON, UH, ACROSS THE REGION, BUT ALSO IN, UH, ROCKWALL COUNTY.
AS WE GET STARTED, I'LL JUST GIVE YOU A LITTLE BIT OF HISTORY ABOUT NORTH TEXAS.
WE WERE FORMED IN 1951 COMING OUT OF THE DROUGHT OF THE FORTIES AND FIFTIES, UM, WHICH WAS, UH, FOR A LONG TIME THE DROUGHT OF RECORD.
UH, THE COMMUNITIES IN THIS AREA REALIZED THAT GROUNDWATER WAS NO LONGER GOING TO SUPPORT THEIR LONG-TERM GROWTH.
AND SO 10 ORIGINAL MEMBER CITIES CAME TOGETHER, UH, IN THE LATE FORTIES AND EARLY FIFTIES AS THE CORPS OF ENGINEERS WAS BUILDING RESERVOIRS ALONG THE TRINITY RIVER, UM, TO PETITION THE STATE LEGISLATURE TO CREATE A NEW WATER DISTRICT, UM, THAT WOULD TAKE ADVANTAGE OF LE LEVON LAKE.
AND SO AFTER THE LAKE WAS COMPLETED, UM, WE BEGAN DELIVERING WATER SERVICE IN 1956.
UM, WE WERE FORMED BY OUR 10 ORIGINAL MEMBER CITIES, OF WHICH ROCKWALL IS ONE.
UM, IN THE LATE NINETIES AND EARLY TWO THOUSANDS, WE ADDED, UH, ALLEN, FRISCO AND RICHARDSON.
AND, UM, WE GROW AS OUR CITIES GROW, AND WE, UM, MEET THE NEEDS THAT OUR CITIES ASK US TO MEET ALONG THE WAY.
AND SO WE EXPANDED INTO WASTEWATER SERVICE IN THE 1970S, AND THEN OUR CITIES ASKED US TO, UM, BEGIN PROVIDING SOLID WASTE SERVICES IN THE 1980S.
JUST A LITTLE BIT ABOUT, UM, OUR, OUR VISION.

AND, UM, ON THE WATER SIDE, WE SERVE OVER 2 MILLION PEOPLE, 2.3 MILLION PEOPLE, UM, THROUGH WHOLESALE SERVICE.
SO WE ARE A WHOLESALER, WHICH MEANS WE SELL WATER TO CITIES, THEY SELL IT AT RETAIL TO THEIR CUSTOMERS.
THAT'S TRUE ON WASTEWATER AND SOLID WASTE AS WELL.
ACROSS THE REGION, WE HAVE, UM, OVER 20 MAJOR, UM, RAW UNTREATED WATER PUMP STATIONS, UM, SEVEN WATER TREATMENT PLANTS, UM, WORKING ON, UM, SOME ADDITIONAL ONES AND, UH, OVER 700 MILES OF, UM, WATER TRANSMISSION LINES.
UM, AND I'LL, I'LL GO INTO DETAILS ON ALL THREE OF OUR SYSTEMS IN JUST A MINUTE, BUT WE HAVE, UM, WASTEWATER ASSETS ALL OVER THE REGION.
AND THEN OUR SOLID WASTE SYSTEM IS FOCUSED IN COLLIN COUNTY, WHAT WE COME TO WORK EVERY DAY TO MEET.
UM, THE CHALLENGE OF IS GROWTH.
UM, AND I THINK WE ALL UNDERSTAND, UM, HOW SIGNIFICANT THE GROWTH IS IN THIS REGION.

WHEN WE STARTED IN 1956, WE SERVED 32,000 PEOPLE.

UM, WE HAVE COLLIN COUNTY, WHICH IS THE FOURTH FASTEST GROWING COUNTY IN THE NATION BY JUST PEOPLE ADDED.
UM, WE HAVE COFFMAN COUNTY, WHICH IS, UM, ONE OF THE FASTEST GROWING BY PERCENTAGE.
AND THEN WE HAVE A NUMBER OF CITIES INCLUDING FATE HERE IN ROCKWALL COUNTY, UM, ROYCE CITY, PRINCETON, ALSO AMONG THE FASTEST GROWING, UM, IN THE COUNTRY.
AND YOU CAN SEE THAT PRINCETON ON A PERCENTAGE BASIS IS, UH, GROWING FASTER THAN ANYONE.
WE HAVE, UM, A NUMBER OF CITIES IN THAT, UM, 12 TO 17 OR, OR GREATER PERCENTAGE GROWTH.
UM, AND YOU CAN KIND OF SEE WHERE THAT'S, THAT'S CONCENTRATED.

WE ALSO HAVE, UM, WATER RIGHTS, UH, THROUGH OTHER ENTITIES, WHETHER THAT'S DALLAS OR THE SABINE RIVER AUTHORITY IN LAKE NEY, JIM CHAPMAN, AND IN FORK.
UM, SO I THINK WHAT I WANNA HIGHLIGHT HERE ON THE MAP IN FANIN COUNTY IS BOAT ARK LAKE.
UM, I'LL GO INTO A LITTLE MORE DETAIL ON THAT BECAUSE IT IS THE FIRST MAJOR RESERVOIR IN TEXAS IN OVER 30 YEARS.
IT WAS, UM, CONSTRUCTED, UM, AND PAID FOR BY THE DISTRICT.
IT IS OWNED AND OPERATED BY, UM, BY US.
UM, IT WAS, UH, PERMITTING BEGAN ON IN EARNEST IN 2003.
THAT PERMIT WAS ISSUED IN 2018, AND THEN WE BEGAN CONSTRUCTION, UH, THAT YEAR AND COMPLETED IT IN LATE 2022, UH, BEGAN DELIVERING WATER FROM THE LEONARD WATER TREATMENT PLANT IN 2023.
UM, IT IS A, IT HAS SURFACE AREA OF OVER 16,000 ACRES, UM, AND AN ASSOCIATED MITIGATION AREA OF, OF THAT MUCH AS WELL.
UM, FIRM YIELD IS 82 MILLION GALLONS A DAY.
OUR TREATMENT PLANT AT WA AT LEONARD THAT SERVES, UH, THE LAKE IS 70 MILLION GALLONS A DAY.
AND, UH, WE'RE WORKING ON THE PHASE TWO EXPANSION OF THAT, WHICH WILL TAKE IT TO 140 MILLION GALLONS A DAY.
UM, SO WE'RE, WE'RE VERY PROUD OF, OF BOAR LAKE.
AND, UM, IT TOOK OVER 30 YEARS TO GET, UM, A NEW RESERVOIR IN TEXAS.

SO WAY, UH, WATER REUSE WORKS IS, UM, WE OPERATE

14, 13 WASTEWATER TREATMENT PLANTS.THE EFFLUENT THAT COMES OUT OF THOSE, UH, TREATMENT PLANTS IS RELEASED INTO THE TRINITY RIVER SYSTEM.
AND THEN WE'RE ABLE TO PICK THAT WATER UP, DOWN, FURTHER AT, IN THE MAIN STEM OF THE TRINITY AND PUMP IT INTO THIS, UM, JUST ABOUT 2000 ACRE WETLAND THAT IS MANMADE AND CONSTRUCTED.
UM, THE VEGETATION AND PLANTS IN THAT WETLAND ALLOW US TO, UM, POLISH THAT WATER AND IT SPENDS ABOUT A WEEK HANGING OUT THERE, AND THEN WE'RE ABLE TO PUMP IT BACK UP INTO LAKE LAVONNE.
UM, AND IT CURRENTLY CAN PROVIDE UP TO A HUNDRED MILLION GALLONS A DAY IN SUPPLY.
UM, SO IT REALLY COOL PLACE OUT THERE.
IF YOU HAVEN'T BEEN OUT TO, UM, THE EDGE OF KAUFMAN COUNTY, UM, AND SEEN THE WETLANDS, I INVITE YOU TO COME OUT.
UM, WE PARTNER WITH THE JOHN BUNKER SANDS WETLANDS CENTER TO PROVIDE AN EDUCATION, UM, SERVICE THERE TO, UM, SCHOOLS THROUGHOUT OUR SERVICE AREA, UM, FOCUSED ON ENVIRONMENTAL STEWARDSHIP AND EDUCATION.
IT'S OPEN TO THE PUBLIC AND HAS GREAT BIRDING AND, UM, BOARDWALKS THAT YOU CAN, UH, KIND OF WALK AROUND.
SO, UH, THAT'S KIND OF, UH, FOCUS ON OUR WATER SYSTEM.
I'LL MOVE ON BRIEFLY TO OUR WASTEWATER S UM, SERVICES.
UM, WE HAVE 13 WASTEWATER TREATMENT PLANTS.
UM, FOUR OF THOSE ARE REGIONAL PLANTS THAT, UM, SERVE, UH, BROAD AREAS, MULTIPLE CITIES, UM, AND GENERALLY HAVE PRETTY HIGH CAPACITIES.
UM, THE, THE WASTEWATER TREATMENT PLANT THAT SERVES THIS AREA IS, UM, PRIMARILY SOUTH MESQUITE, AND THEN WE HAVE SOME OF OUR SEWER SYSTEM PLANTS.
UM, YOU CAN SEE, UH, A LOT OF, UM, SEWER SYSTEM ARE SMALLER PLANTS IN ROCKWALL COUNTY AS WELL.
UM, THOSE SEWER SYSTEM PLANTS GENERALLY SERVE ONE OR TWO, MAYBE THREE COMMUNITIES.
UM, TOTAL CAPACITY THERE IS OVER 34 MILLION GALLONS A DAY.
AND THEN OUR REGIONAL WA UH, WASTEWATER SYSTEM HAS A CAPACITY OVER OF OVER 126 MILLION GALLONS A DAY.
SO IN TOTAL, WE HAVE, UH, WASTEWATER TREATMENT CAPACITY OF OVER 160 MILLION GALLONS.
AND THEN AGAIN, BRIEFLY ON OUR SOLID WASTE SYSTEM SERVES, UM, JUST COLLIN COUNTY.
AND WE HAVE FIVE MEMBER CITIES IN THAT SYSTEM.
WE OPERATE THREE TRANSFER STATIONS WHERE, UH, RETAIL HAULERS CAN BRING THEIR TRASH TO THOSE STATIONS, AND THEN OUR TRUCKS WILL TAKE IT UP TO OUR LANDFILL IN MELISSA, UM, OR THEIR, UH, THEY CAN GO DIRECTLY TO THE LANDFILL.
WE ARE IN THE PROCESS OF PERMITTING AND CONSTRUCTING A FOURTH TRANSFER STATION THAT WILL, UH, BE IN FRISCO AND, AND PRIMARILY SERVE THE, THE FRISCO AREA.
SO THOSE ARE OUR THREE SYSTEMS, UM, WATER, WASTEWATER, AND SOLID WASTE.
SO NOW I'M GONNA GO BACK AND JUST KIND OF TALK, UH, GENERALLY ABOUT OUR BUDGET AND SOME PROJECTS THAT WE HAVE, UM, GOING ON AND, AND INTO THE FUTURE.
SO OUR CURRENT BUDGET FOR FY 26 IS $902 MILLION.
UM, ABOUT HALF OF THAT, MAYBE A LITTLE BIT LESS THAN HALF IS, UM, DEBT SERVICE ON, UM, BONDS THAT WE ISSUE, UM, BOTH IN THE OPEN MARKET AND, AND THROUGH THE TEXAS WATER DEVELOPMENT BOARD.
UM, SIGNIFICANT PORTION OF OUR BUDGET IS FOCUSED ON OUR WATER SYSTEM, OUR LARGEST SYSTEM BY FAR.
AND THEN YOU CAN SEE THE, UM, THE SMALLER SYSTEMS. UM, THERE.
OUR WASTEWATER SYSTEM IS BROKEN OUT, UM, INTO THE REGIONAL SYSTEM, THE UPPER EASTS FORK AND, UM, THE SMALL, UH, SEWER PLANTS AND, AND SMALLER WASTEWATER PLANTS.
AND THEN, UH, SOLID WASTE IS OUR SMALLEST SYSTEM.
WE ARE CONSTANTLY, UM, PURSUING AGGRESSIVE CAPITAL EXPANSION, UM, PRIMARILY EXPANSION, BUT WE ALSO HAVE A SIGNIFICANT AMOUNT OF MAINTENANCE.
UM, AND WE HAVE THIS YEAR, 135 PROJECTS IN PROCESS.
UM, AND, UH, YOU CAN SEE THERE THE, THE SPLIT BETWEEN, UM, PROJECTS IN DESIGN AND PROJECTS UNDER CONSTRUCTION.

WE HAVE A 1.7 BILLION IN CAPITAL PROJECTS, UM, THIS YEAR ALONE.
SO, UM, WE'VE GOT A LOT GOING ON AND A BIG CHALLENGE TO MEET

WE ARE CURRENTLY, UM, PRETTY WELL PROGRESSED IN PHASE TWO OF THAT, UM, EXPANSION, AND WE'RE ALREADY BEGINNING DESIGN ON PHASE THREE.
UM, WE ALSO HAVE, UM, SOME PROJECTS AT BOAT OR AT LEONARD WATER TREATMENT PLANT IN OUR TERMINAL STORAGE, UM, RESERVOIR AND SOME, UH, PUMP STATIONS THAT, THAT SERVICE BOAT, ARK LAKE AND, AND TRANSPORT THAT WATER TO OUR SYSTEM.
UM, WE HA WE ARE FINISHING THE FINAL EXPANSION OF OUR WILEY WATER TREATMENT PLANT COMPLEX.

UM, THAT WILL MAKE IT THE SECOND LARGEST, UH, WATER TREATMENT COMPLEX IN THE COUNTRY.

DONE IN, UH, 2021 AND RUNS THROUGH THIS YEAR.YOU CAN SEE STRATEGIES SPREAD OUT ALMOST, UH, ACROSS THE ENTIRE EASTERN PORTION OF TEXAS, UM, THAT RANGE FROM EXISTING SURFACE WATER, UM, TO POTENTIAL NEW RESERVOIR IN MARVIN NICHOLS THERE, UM, IN THE, UH, UPPER CENTER AND ADDITIONAL, UM, EXISTING SURFACE WATER AT TOLEDO BEND IN, UM, THE SOUTHEAST, UH, ALONG THE LOUISIANA BORDER.
WE ALSO HAVE GROUNDWATER, UM, IN OUR SITES IN A COUPLE DIFFERENT AREAS IN, UM, EAST CENTRAL TEXAS.
UH, SO WE ARE CONSTANTLY EVALUATING, UH, POTENTIAL STRATEGIES AND, UM, KIND OF BALANCING THOSE, THE COSTS OF THOSE AS WELL AS THE FEASIBILITY OF THEM, UH, TO DETERMINE WHAT OUR NEXT MAJOR SUPPLIES ARE.
UM, I, I WOULD BE REMISS THOUGH IF I DIDN'T TALK ABOUT THE IMPORTANCE OF CONSERVATION AS A SUPPLY.
UM, WE HAVE DONE REALLY SIGNIFICANT THINGS IN THIS REGION TO, UM, MANAGE, UH, HOW MUCH WATER WE USE AND, AND WE'RE, UH, GRATEFUL TO OUR MEMBER CITIES WHO, UM, DO A LOT ON, UH, ENFORCEMENT OF WATERING RESTRICTIONS AND OTHER THINGS TO MAKE SURE THAT WE ARE EFFICIENT IN OUR WATER USE.
UM, YOU CAN SEE THAT, UM, THAT RED LINE ON TOP IS BASICALLY JUST AN EXTRAPOLATION OF WHAT OUR USAGE IN 2000 WAS.
THAT WAS KIND OF BEFORE WE REALLY STARTED, UM, YOU KNOW, EARN IN EARNEST WITH, UH, CONSERVATION PROJECTS.
AND, UH, WE JUST EXTRAPOLATE THAT OUT.
UM, THE GREEN LINE IS OUR, OUR CURRENT, UH, GROWTH PROJECTIONS.
YOU CAN SEE THAT BY 2080, WE WILL HAVE, UM, WE WILL SAVE EACH YEAR A, UH, A FIRM YIELD EQUAL TO LEVON LAKE.
SO, UM, OUR CONSERVATION HAS DONE GREAT THINGS AND CONSERVATION IS A SUPPLY FOR US.
AS WE CONSERVE MORE, WE HAVE TO CONSTRUCT LESS, UM, INFRASTRUCTURE.
AND SO CONSERVATION HAS SAVED US OVER A BILLION DOLLARS IN, UH, INFRASTRUCTURE COSTS, UM, FOR SURE.
SO, UM, I, I JUST WANT TO KIND OF STOP HERE AND JUST GIVE YOU KIND OF A BASIC UNDERSTANDING OF HOW WE DO, UH, WATER PLANNING IN THE STATE OF TEXAS.
UM, WE HAVE 16 REGIONS, UH, THAT COME TOGETHER TO EVERY FIVE YEARS, CREATE THE STATE WATER PLAN THAT IS, UM, DONE THROUGH THE TEXAS WATER DEVELOPMENT BOARD, AND IT'S, UM, ACCEPTED BY THE STATE LEGISLATURE, EACH OF THOSE REGIONS.
AND WE'RE IN REGION C I'M SORRY, I DON'T HAVE A MAP FOR YOU, BUT, UM, WE ARE IN REGION C.
EACH OF THOSE REGIONS PROJECTS THEIR POPULATION, UM, GROWTH OUT INTO THE FUTURE.
AND THEN, UM, YOU KNOW, PROJECTS HOW MUCH WATER THEY'RE GOING TO NEED AND THEN DELINEATES SPECIFIC STRATEGIES TO MEET THOSE NEEDS INTO THE FUTURE.
THIS IS WHAT, UM, THE REGENCY, UM, PREPARED PLAN, UM, LOOKS LIKE.
WE'VE KIND OF GONE THROUGH, UM, SOME ISSUES, UH, IN THE LAST YEAR OVER, UM, OUR REGENCY PLAN AND THE REGION D PLAN.
I'M SURE MANY OF YOU HAVE HEARD ABOUT MARVIN NICHOLS, UM, A POTENTIAL RESERVOIR, UM, THAT WOULD BE IN EAST TEXAS.
UM, ONE OF THE THINGS ABOUT PLANNING, UH, IN THE STATE IS A LOT, AND THIS IS COMPLETELY TRUE OF REGION C, THE PROJECTS THAT WILL SERVE OUR REGION ARE NOT IN OUR REGION.
AND, UM, THE REGION D UH, TEAM DOESN'T LIKE MARVIN NICHOLS, DIDN'T WANT TO SEE IT IN THE PLAN, UM, AND DECLARED A CONFLICT, UM, WITH THE WATER DEVELOPMENT BOARD.
AND SO WE WORKED THROUGH THAT CONFLICT BETWEEN THE REGIONS AND, UM, WE CAME TO A PLACE WHERE WE ARE MOVING MARVIN NICHOLS FROM THE, FROM 2060 IN THE PLAN INTO 2070.
UM, SO WHAT YOU'RE SEEING HERE IS ALL OF OUR STRATEGIES KIND OF STACKED ON TOP OF EACH OTHER.
UM, WE'VE GOT EXISTING SUPPLIES THERE ON THE BOTTOM, AND THEN, UM, OTHER STRATEGIES FOR THE REGION, UM, THAT WILL ADD UP TO, UM, HOPEFULLY WILL ADD UP TO MEETING OUR DEMAND CURVE THERE, WHICH IS THE BLACK LINE.
UM, SO WITH, UH, MARVIN NICHOLS COMING OUT OF THE PLAN, UM, UNTIL 2070, AND WE STILL BELIEVE THAT WE'RE GOING TO NEED MARVIN NICHOLS IN THE FUTURE.
UM, AND SO THAT'S WHY WE, UH, PUSH IT TO 27.
BUT FOR THE FIRST TIME, UH, A REGION IN THE STATE IS GOING TO SHOW A GAP IN WATER SUPPLIES, UM, AS A RESULT.
AND SO WE ARE WORKING ON A NUMBER OF STRATEGIES TO, TO BRIDGE THAT GAP, UM, THAT, THAT GAP IS IN 2060.
SO WE'VE GOT PLENTY OF TIME TO PLAN, UM, AND STRATEGIZE FOR THAT.
BUT WE ARE, UH, WORKING ON NUMBER OF, UM, BOTH SMALL AND LARGE STRATEGIES TO ENSURE THAT WE MEET DEMANDS FOR OUR GROWING, UH, REGION.

WITH THAT, I'M JUST GONNA TRANSFER A LITTLE BIT TO TALKING ABOUT, UM, THE LEGISLATURE.I'M THE GOVERNMENT AFFAIRS GUY.
SO, UM, I TALK A, UH, I'LL TALK A LITTLE BIT ABOUT WHAT THE LEGISLATURE HAS DONE, UM, RECENTLY ON, UH, ON WATER SUPPLY LAST YEAR.
SO THE BIG THING TO COME OUTTA THE LEGISLATURE, AS I MENTIONED, IS HJR SEVEN, WHICH IS, UM, FOR THE FIRST TIME, JUST LIKE TRANSPORTATION HAS DEDICATED REVENUE FROM SALES TAX, NOW WATER, UH, WILL HAVE DEDICATED REVENUE AS WELL.
SO THAT WAS, UH, PROPOSITION FOUR ON THE BALLOT IN NOVEMBER OF LAST YEAR, PASSED OVERWHELMINGLY WITH, UH, NEAR 80% SUPPORT BY VOTERS THAT WILL PROVIDE OVER A BILLION DOLLARS A YEAR, OR THAT WILL PROVIDE $1 BILLION A YEAR FOR THE NEXT 20 YEARS, UM, INTO THE TEXAS WATER FUND.
I WON'T GET INTO ALL OF THE SPECIFICS ABOUT HOW THE WATER FUND WORKS, BUT THERE'S, UM, SPECIFIC PROJECTS THAT CAN BE, UM, USED OR PROGRAMS OF THE WATER DEVELOPMENT BOARD THAT, THAT CAN UTILIZE THAT MONEY.
ONE OF THEM IS THE NEW WATER SUPPLY, UM, FOR TEXAS FUND.
AND ONE OF THE, THE BIGGEST ONES IS THE STATE WATER IMPLEMENTATION FUND FOR TEXAS, OF WHICH WE ARE THE BIGGEST CUSTOMER.
UM, AND SO WE'RE EXCITED TO SEE A LOT OF, UH, MONEY GOING INTO THAT FUND, WHICH WILL ALLOW US TO ACCESS LOW INTEREST BONDS, UM, AND, AND SUBSIDIZED BONDS, UM, TO KEEP THE COST FOR OUR RATE PAYERS DOWN.
JUST AS AN EXAMPLE FROM, UH, THE $1.6 BILLION THAT WE GOT OUT OF SWIFT FOR BO BOAT, ARK LAKE, UM, WE SAVED THROUGH OUR, UH, FAVORABLE INTEREST RATES OVER $250 MILLION, WHICH IS THE COST OF THE WATER TREATMENT PLANT.
UM, AND THEN AN, UH, ADDITIONAL MONEY COMING FROM, UH, PHASE THREE, WHICH, OR PHASE TWO, WHICH ALSO CAME OUT OF, UM, SWIFT.
SOME THINGS, UM, THAT I WILL HIGHLIGHT, UM, KIND OF ON THE, UH, CONCERNING SIDE, I'LL SAY, UM, IS SOME THINGS THAT THE LEGISLATURE HAS DONE TO REALLY IMPACT, UH, UH, CITY'S ABILITY TO CONTROL THEIR DEVELOPMENT AND, UM, CITY'S ABILITY TO CONTROL DENSITY IN PARTICULAR.
UM, THE TWO BILLS THAT I'VE HIGHLIGHTED HERE ARE FOCUSED ON CITIES OVER 150,000 IN POPULATION, BUT, UM, WE GOT A LOT OF, UH, MAYORS AND ELECTED OFFICIALS IN THE ROOM.
AND I DON'T, I DON'T THINK I NEED TO TELL YOU THAT, UM, THE, THE LEGISLATURE HAS, UM, BEEN, YOU KNOW, DIFFICULT ON, UH, LOCAL CONTROL FOR SOME TIME START A REVOLUTION
BUT, UM, YOU KNOW, AS THE LEGISLATURE MAKES CHANGES TO HOW CITIES MANAGE THEIR ET JS AND HOW CITIES MANAGE, UM, THEIR DEVELOPMENT AND GROWTH, THAT IMPACTS OUR DEMAND PROJECTIONS INTO THE FUTURE.
AND, UM, SO WE ARE STILL BUILDING IN THE, UH, IMPACTS OF THESE BILLS, UM, INTO OUR, OUR DEMAND FORECAST.
BUT, UM, IT'S DEFINITELY SOMETHING THAT, THAT WE ARE LOOKING AT AND PLANNING FOR.
SO, UM, AND THEN, UH, FINALLY I HAVE THERE JUST AT THE BOTTOM, A A BILL PASSED THAT WILL, UH, IMPACT HOW CITIES MANAGE, UH, DEVELOPMENT MORATORIUMS, UM, AND, AND KIND OF CHANGE, UH, SOME OF THE REGULATIONS AROUND THAT.

SO, UM, THE WAY THE TEXAS WATER FUND WORKS, IS IT, SO AN UMBRELLA FUND THAT ENCOMPASSES JUST ABOUT EVERY PROGRAM THAT WATER DEVELOPMENT BOARD RUNS THAT'S FROM SWIFT TO, UM, YOU KNOW, RURAL, UM, SMALL CITIES, DISADVANTAGED COMMUNITIES, UM, FLOOD INFRASTRUCTURE, UM, THE STATE REVOLVING FUNDS.
SO ALL OF THOSE PROGRAMS THAT EXIST CURRENTLY AT WATER DEVELOPMENT BOARD ARE ELIGIBLE FOR, UM, INCREASED FUNDING FROM DEDICATED REVENUE.
UH, I KNOW OUR CITIES, UM, AS THEY ARE ELIGIBLE FOR, FOR PROJECTS THAT, THAT FIT UNDER THOSE, UM, THOSE PROGRAMS, THEY CAN APPLY AND, AND I THINK DO APPLY FOR, FOR SOME OF THOSE FUNDS.
UM, AND THAT, THAT WOULD BE TRUE FOR, FOR THE COUNTY IS YOU HAVE PROJECTS THAT QUALIFY UNDER, UNDER THOSE.

UM, SO I THINK THE SECOND PART OF YOUR QUESTION WAS REGARDING HOW WE'RE MANAGING GROWTH BASED ON THE LEGISLATIVE CHANGES.
UM, YEAH, SO AS I SAID, WE, WE ARE STILL ASSESSING THIS SESSION'S, UM, IMPACTS ON OUR GROWTH.
UM, WE HAVE FOUR CITIES, I BELIEVE THAT MEET THAT 150,000, UM, PERSON THRESHOLD, UH, PLANO, FRISCO, MCKINNEY, UM, WELL, MESQUITE GARLAND, AND MAYBE RICHARDSON AS WELL.

THE POSSIBLE IS, I THINK JEFF WAS, MIGHT WAS GONNA MENTION IT, BUT, UH, THE STORMWATER INITIATIVE OF THE TSI, THAT WAS ONE OF THE THINGS BECAUSE DENTON COUNTY, ONE OF MY OTHER CLIENTS, WE HAVE THREE LAKES IN OUR COUNTY.
AND SO WE HAVE A VERY SIGNIFICANT NEED TO ADDRESS THE, WE'RE ONE OF THE UP THERE, ONE OF THE HARDER TARGETS FOR CONTROLLING THIS TSI ISSUE.
SO ONE OF THE THINGS THAT DENTON COUNTY'S DOING IS WE'RE BUILDING A 23 MILE LONG DAM CALLED THE OUTER LOOP ACROSS OUR CORRIDOR, AND IT CROSSES ALL OF THESE FLOODPLAINS, ALL THESE FLOODWAYS, THE GREEN BELT.
AND SO WHAT DENTON COUNTY DID IS WE PARTNERED WITH THE CORPS OF ENGINEERS COG THROUGH THIS TSI, AND WHEN WE GO THROUGH THAT CORRIDOR TO RUN THAT FACILITY, WE'RE GONNA BE PURCHASING THE RIGHT TO FLOOD OR TO TAKE THE FLOODWAY AND BRING THEM INTO POSSESSION.
AND THEN WE'RE GONNA USE THEM AS A PERMANENT FEATURE FOR AESTHETICS.
BUT THE MAIN POINT OF IT IS TO NOT LET IT BE DETAINED AND THEN SLIGHTLY SLOWLY ROLLED OUT DOWN THE TRINITY, BUT TO BE HELD IN POSITION AND THEN USED TO RECHARGE THE AQUIFERS ON THOSE LOCATIONS.
SO WE'RE USING THE TSI, THE CORPS OF ENGINEERS, THE GREEN BELT AND THE TRANSPORTATION PROJECT TO ACCOMPLISH ALL OF THESE THINGS WITH JUST ONE STRUCTURE.
