HE HELPS DISTRICTS GET PROJECTS DEVELOPED WITHIN TDOT'S MASSIVE UNIFIED TRANSPORTATION PROGRAM.

AND THAT'S THE AGENCY'S 10 YEAR PLAN, WHICH HAS EXCEEDED OVER A HUNDRED BILLION IN THE PAST THREE YEARS.

UM, HE BEGAN HIS CAREER, UM, AS AN INTERN AT MARYLAND STATE.

HE JOINED TXDOT IN 1997 IN THE SAN ANGELO AREA OFFICE, AND HE TRANSFERRED TO THE DALLAS DISTRICT ROADWAY DESIGN SECTION, UM, IN JUNE OF 2002.

AND THERE HE MANAGED THE STATE HIGHWAY 1 61 PROJECT IN GRAND PRAIRIE, THE SPUR 360 WOODALL ROGERS EXTENSION AND PROJECT PEGASUS.

HE ALSO MANAGED WITH A DESIGN TEAM FOR THE MARGARET HUNT HILL BRIDGE.

UM, AND IT WAS THE FIRST OF HIS KIND IN NORTH TEXAS.

UM, IN 2011, BURR BECAME THE DALLAS DISTRICT PROJECT DELIVERY OFFICE SUPERVISOR.

HE HELPED ESTABLISH THE PROFESSIONAL ENGINEERING PROCUREMENT SERVICES DIVISION, WHICH SERVED THE NEEDS OF 19 NON-METRO DISTRICTS AND 14 DIVISIONS.

HE REJOINED THEN DALLAS, UM, AS A DIRECTOR OF TRANSPORTATION PLANNING AND DEVELOPMENT.

AND I WANNA HIGHLIGHT A PROJECT THAT LED THIS MONTH.

UM, WE OPENED BASE FOR, FROM 5 49, FROM 2 76 TO, UH, TO 2 0 5.

UM, YOU CONTRIBUTED 10% TO THE ROUTE OF WAY.

UH, TEXTILE STEPPED UP.

THE NPO STEPPED UP WITH CAP FIVE, I THINK OVER $5 MILLION, IF I'M NOT MISTAKEN, BRENDA, UM, AND TEXTILE DALLAS DISTRICT AND CLEMENS, A DISTRICT ENGINEER, BROUGHT IN, UH, SIGNIFICANT DOLLARS TO THAT DEPOSIT.

AND THEN WE'LL, WE WILL DRILL INTO MORE OF THE LOCAL LEVEL OF WHAT'S HAPPENING WITHIN THE INDUSTRY, UH, AND WHAT TRENDS WE'RE SEEING.

UM, WE CONTINUE TO EVOLVE FROM FOCUSING JUST ON RECYCLING AND SOLID WASTE TO NOW SEEING MORE CIRCULARITY BEING FORCED INTO THE, THE PICTURE, UH, ENVIRONMENTAL SERVICE AND CLIMATE ACTION ACROSS THE NATION.

PRETTY, PRETTY, UH, ROBUST.

WHAT'S HAPPENING AROUND THE, UH, NATION WITH THE SOLID WASTE INDUSTRY.

I'M GONNA GET A LITTLE BIT INTO RECYCLING JUST SO EVERYBODY UNDERSTANDS THE COSTS INVOLVED AND WHAT'S HAPPENING IN THE RECYCLING WORLD.

UH, RECYCLING COMMODITIES CONTINUE A SLOW RISE.

ACTUALLY, OUR PROJECTIONS FOR 26 IS THAT WE WILL AVERAGE $50 LESS PER TON RECYCLED IN 2026 THAN WE WOULDN'T.

WE ARE GOING IN 2025.

AND THAT'S WHAT WE'RE PROJECTING OUT RIGHT NOW FOR THE RECYCLING MARKETING.

UM, BUT WE STILL HAVE NOT RECOVERED FROM CHINA SWORD.

AND WHAT CHINA SWORD IS FOR THOSE THAT DON'T KNOW IN 2017, IS CHINA SHUT THEIR PORK DOWN AND THEY COMPLETELY SHUT EVERYTHING OUT FROM THE UNITED STATES AND THE WORLD RECYCLING INTO CHINA, WHICH WE DID.

A LARGE PERCENTAGE OF JUST, I'LL DO BE QUICK, QUICK PERCENTAGES.

I USED TO BE ABLE TO SHIP A CONTAINER FROM THE PORT OF LONG BEACH TO CHINA CHEAPER THAN I CAN SHIP A CONTAINER FROM THE PORT OF LONG BEACH TO SAN DIEGO.

SO IT WAS A BACK HAUL.

SO WHEN THAT HAPPENED, THE RECYCLING WORLD, UH, DRAMATICALLY TURNED.

AND THE OTHER OTHER, UH, IMPORTANT THING THAT'S HAPPENING RIGHT NOW IS EPR, WHICH IS THE EXTENDED, UH, PRODUCER RESPONSIBILITY LEGISLATION.

THERE'S ABOUT FIVE STATES THAT HAVE PUT THIS INTO PLAY AND IT'S, UM, CHANGING THE WAY WE HAVE TO DO BUSINESS.

JUST A QUICK, THIS IS A BUSY SLIDE, BUT QUICKLY, IF YOU LOOK AT THE THICK BLUE LINE, THAT'S 2017 WHEN CHINA SHUT THEIR PORT DOWN.

AND YOU CAN SEE HOW THE COMMODITIES PRICES HAVE DROPPED DRAMATICALLY FROM THAT EVEN POINT WHERE WE STARTED SEE A LITTLE UPTICK IN 21.

BUT

WE STILL HAVE NEVER RECOVERED FROM COMMODITY PRICING.

WHAT THAT MEANS IS THAT THE COST OF THE CURB USED TO BE ABSORBED BY COMMODITY PRICING.

SO WE USED TO BE ABLE TO OFFSET THE COST AT THE CURB PER HOME WITH COMMODITY PRICING, WHICH DOES NOT HAPPEN ANYMORE.

NOW IT HAS TO STAND ON ITS OWN.

COVID WAS A TOUGH LESSON.

UM, THE WAY THIS BUSINESS IS GENERALLY LAID OUT IS THAT YOU TRY TO KEEP THE RESIDENTIAL RATE AS LOW AS YOU CAN AND YOU TRY TO OFFSET IT WITH SOME COMMERCIAL VOLUME COVID BECAUSE WHEN EVERYTHING'S SHELTERED, COVID UH, FORCED EVERYTHING INTO THE, UH, HOME.

AND, UH, WE PAID THE PRICE ON THAT ONE AND LEARNED A HARD LESSON.

SO THE INDUSTRY AS A WHOLE, AS WE LOOKING AT THE BUSINESS MODEL, SO WE'VE, WE LOOKED AT THE BUSINESS MODEL AND THAT'S WHY YOU SEE PRICING.

THE WAY YOU SEE IT RIGHT NOW AS YOU GET DOWN THE ROAD FOR CONTRACT, UM, RESETS, AS WE CALL IT.

A GOOD EXAMPLE IS WE, WE CAN HAVE A FIXED 3% INCREASE THAT'S FOR A FIVE YEAR TERM.

SO WE'LL LOOK AT IT AND GO, WE'RE GONNA FIX YOUR INCREASE FOR FIVE YEARS.

WE, THE LESSON LEARNED ON THAT IS THAT WE'VE HAD 9% CPI, WE'VE HAD AN EIGHT AND A HALF, WE HAD A SIX AND A HALF OVER THE LAST FIVE YEARS.

CPI DID NOT KEEP UP WITH THE COST OF THE SOLID WASTE INDUSTRY.

THERE WAS A LARGE GAP IN BETWEEN IT, WHICH IS, THIS IS WHAT THIS SLIDE IS REALLY SHOWING.

SO AS YOU SET YOUR CONTRACTS INTO FUTURE, YOU NEED TO LOOK AND MAKE SURE YOU HAVE A SOLID CONSUMER PRICE INDEX OR CPI THAT WILL FOLLOW, UH, THAT WAY YOU DON'T HAVE A BIG GAP WITH THE CONTRACT ENDS TECHNOLOGY.

UM, AI IS GONNA PLAY A HUGE PART IN THE, UH, FUTURE WITH THE SOLID WASTE INDUSTRY.

YOU SEE IT, WE WE'RE ALREADY SEEING IT.

WE CAN ACTUALLY MEASURE, UH, VOLUME OUTSIDE OF A CONTAINER.

NOW WE CAN GPS TRACKING PICTURES WITHIN WHAT'S DUMPED, WHAT'S RECYCLED, WHAT'S CONTAMINATED.

AI'S PLAYING A HUGE PART.

WE BELIEVE IT'S A SEVEN FIGURE, UH, INVESTMENT TO, TO THE POSITIVE FOR US.

THEY'RE WITH AI.

AND YOU'LL SEE ALL THESE COMPANIES ARE STARTING TO U UTILIZE AI FOR ROUTING FOR CUSTOMER SERVICE.

AND AI IS A BIG THING INTO THE FUTURE.

JUST SO YOU KNOW, EPR I'M GONNA GET INTO THIS QUICK, THIS IS A LITTLE OUTSIDE THE SCOPE, BUT REAL QUICKLY, UM, SOME STATES HAVE PASSED LEGISLATION, WHICH IS NOW PUTTING RESPONSIBILITY ON THE PRODUCER OF THE PRODUCT TO FOLLOW IT FROM THE MOMENT THEY PRODUCE IT AND MAKE IT.

LET'S, LET'S MAKE IT A COKE BOTTLE ALL THE WAY TILL IT'S EITHER RECYCLED AGAIN OR NOT.

IT USED TO FALL ONTO THE, THE GOVERNMENT TO MAKE SURE THAT HAPPENED.

EPR IS FORCING IT BACK TO THE MANUFACTURER.

AND WHAT THAT MEANS IS THEY HAVE TO USE CERTAIN TYPES OF PLASTICS THAT ARE RECYCLABLE MAKING THEIR PRODUCT.

SO THERE'S A LOT OF PRESSURE UNDER FOUR STATES HAVE PASSED IT SO FAR.

THERE'S ANOTHER FOUR STATES THAT ARE ABOUT TO PASS IT.

AND THAT TREND IS STARTING TO HAPPEN ACROSS THE UNITED STATES.

WHAT REPUBLIC SERVICES HAS DONE IS WE ACTUALLY OPENED A POLYMER CENTER BACK IN 2023.

AND THEN IN 2025, A BLUE POLYMER, WHAT THIS IS, IT'S THE ONLY ONE THAT WE PICK UP THAT ALUMINUM CANS ARE TRUE CIRCULARITY.

SO RIGHT NOW, TODAY WE PICKED UP SOMEBODY'S RECYCLE, IT'S GOING TO OUR RECYCLE FACILITY, IT GETS BAILED, IT GETS SHIPPED OUT.

A NEW CAN IS MADE FROM THAT METAL, FROM THAT ALUMINUM.

THAT ALUMINUM IS BACK ON THE SHELF IN 60 DAYS.

SO FROM THE TIME WE PICKED IT UP TODAY, 60 DAYS THAT ALUMINUM IS BACK ON THE SHELF.

UH, SAME THING WE'RE STARTING TO DO WITH PLASTIC.

WE'RE ONLY ONES DOING IT AS A HAULER.

UH, SO WE PICK IT UP, GOES TO THE RECYCLE CENTER, RIGHT NOW WE'RE SHIPPING IT TO VEGAS.

VEGAS BREAKS IT INTO TO FLAKES AND PLASTIC CHIPS.

WE SHIP IT OUT TO THE MANUFACTURER, THE MANUFACTURER GETS A BAG, POURS IT INTO A MACHINE, MAKE A NEW BOTTLE.

120 DAYS IS WHAT IT'S DOING RIGHT NOW.

SO WE'RE THE ONLY ONES RIGHT NOW THAT HAVE COME UP WITH THE SOLUTION, WHICH IS THE PRESSURES THAT WE'RE SEEING FROM THE, UM, CERTAIN STATES THAT, UH, ARE FORCING THIS.

SO LET'S TALK COUNTY NOW 'CAUSE THAT'S WHAT WE'RE REALLY HERE FOR.

SO INFRASTRUCTURE WISE, INTERESTING ENOUGH, I DID A LITTLE DIGGING AND I, IT USED TO BE WE DIDN'T THINK THAT COUNTIES COULD COME TO A A TYPE OF A FRANCHISE TYPE AGREEMENT, BUT THERE IS ACTUALLY ONE OUT THERE IN CAMERON COUNTY JUST AS AN FYI.

UM, OBVIOUSLY IT'S OPEN MARKET HERE, BUT HERE'S YOUR ADVANTAGES OF THE OTHER SIDE OF IT.

SO EXCLUSIVE AGREEMENTS, OBVIOUSLY YOU CONTROL THE COST OF YOUR CUSTOMERS.
