UM, THEN ON FEBRUARY 18TH, THE PIO, JIM BARTOW AND I HAD A, UH, WE PARTICIPATED IN A SESSION WITH 15 OTHER COUNTIES ACROSS THE NATION, UM, WHERE WE DISCUSSED COMMON CHALLENGES AND PUTTING STRATEGY INTO ACTION.
AND SO THAT WAS EXTREMELY BENEFICIAL TO TALK TO OTHER COUNTIES TO TALK ABOUT WHAT THEY'VE FACED AND, UM, HOW THEY'VE MADE THEIR PLANS SUCCEED.
SO, UM, THAT WAS A GREAT MEETING WITH THEM.
AND WE HAVE FUTURE MEETINGS, UM, I BELIEVE EACH QUARTER WITH THESE COUNTIES, BUT WE'VE ALL EXCHANGED EMAIL ADDRESSES AND, UM, WE'LL CONTINUE TO STAY IN CONTACT.
AND AS COMMISSIONER M**K MENTIONED, UH, AFTER THAT PARTICULAR MEETING, UH, JIM BARTOW, COMMISSIONER M**K AND I, UH, WE HAD, UH, A CONVERSATION WITH OUR INVISIO REP TO DISCUSS THE FINAL LEG OF TRAINING TO LEARN HOW TO ENTER THOSE ANALYTICS INTO THE INVISIO SOFTWARE SYSTEM.

AND WE MADE THAT, LET THEM KNOW THAT, UM, THEY SENT A FORM OF INDEMNITY AGREEMENT, UH, IT WAS MARKED UP BY MYSELF AND BY DANIEL RAY AND SENT BACK TO THEM.
WE HAVE NOT HEARD FROM THEM ON THEIR RESPONSE TO OUR INDEMNITY AGREEMENT.
SO WHEN WE'RE ASKED TO CONSIDER THIS THIS MORNING, ANY APPROVAL OF THIS WOULD BE SUBJECT TO, UH, RECEIVING THAT BASIC INDEMNITY AGREEMENT, UH, IN A FORM ACCEPTABLE TO OUR LEGAL COUNSEL.
AND IF WE APPROVE IT AND WE DON'T GET THE INDEMNITY AGREEMENT, THEY WON'T GET THEIR PERMIT.
SO I WANTED TO MAKE THAT CLEAR.
THIS IS ALL BASED UPON, OR AN APPROVAL THAT WAS DONE TWO YEARS AGO BY THE COURT.

THIS IS A, A VERY SMALL SITE THAT THEY'RE GONNA BE LEASING.

SO IT'S NOT A, NOT A VERY LARGE AREA.
UM, AND IT'S PARTIALLY IN THE FLOODPLAIN.
UH, THEY HAVE PROVIDED A FLOOD STUDY THAT DETAILS WHAT IMPACT IT WOULD HAVE, AND IT LOOKS LIKE IT WOULD NOT HAVE AN IMPACT IN THE AREA ACCORDING TO THE ENGINEER.
UM, SO I'M COMFORTABLE SAYING THAT, UH, THIS MEETS OUR REQUIREMENTS OF 7.9 AND RECOMMEND APPROVAL.
UM, IF THERE'S ANY OTHER QUESTIONS, UM, MY RECOMMENDATION WOULD BE, AGAIN, THAT THE INDEMNITY BE THE ONE THING THAT WE, UH, HOLD AS A CONDITION OF ISSUING THAT FLOODPLAIN PERMIT, UH, FLOODPLAIN DEVELOPMENT PERMIT.

UM, AND THE ISSUE ON THE INDEMNITY, UM, THERE'S NO POINT IN GOING INTO IT DEEP OTHER THAN SAYING WE STILL NEED THE INDEMNITY.
AND IT SEEMS LIKE A SIMPLE, SIMPLE ISSUE.
IT'S A VERY SIMPLE THING TO DO.
UM, I'M VERY SURPRISED THEY DIDN'T GIVE IT BACK TO US.

WE DISCUSSED SUSTAINABLE FUNDING OPPORTUNITIES THAT, THAT THEY, WE WOULD BE PROBABLY PUTTING INTO THE, UM, INTO THE, UM, UM, PAPER, THE WHITE PAPER FOR THE, UM, UM, THE SESSION.
UM, AND BOTTOM LINE IS THEY ALSO, WE, WE THREW IN REGIONAL MOBILITY AND ECONOMIC COMPETITIVENESS FOR THIS AREA.
SO I DID WANT YOU TO KNOW THAT.
AND THEN ON THIS DAY, UM, IN 1991, OUR US ARMED FORCES, THEY LAUNCHED THE GROUND DEFENSE IN THE GULF WAR.
