I'M GONNA ASK COMMISSIONER M**K TO LEAD US IN OUR INVOCATION AND COMMISSIONER S SEVERE TO LEAD US IN OUR PLEDGES.

THANK YOU, JUDGE.

WOULD YOU GUYS PRAY WITH ME? DEAR LORD, YESTERDAY, WE HONORED OUR VETERANS, THE WORTHY MEN AND WOMEN WHO GAVE THEIR BEST WHEN THEY WERE CALLED UPON TO SERVE AND PROTECT THIS COUNTRY, AND OFTEN AT THE SUPREME SACRIFICE THAT THEY ENDURED ON BEHALF OF ALL OF US, WHICH WAS TO PRESERVE OUR LIBERTY, ENSURE OUR SAFETY AND SECURITY, AND DEFEND THE WAY OF LIFE IN THIS GREAT COUNTRY.

WE THANK THEM YESTERDAY AND HONORED THEM YESTERDAY, BUT I WANT TO THANK THEM EVERY DAY.

AND LORD, I THANK YOU FOR THE AMAZING POWER THAT YOU DO AND YOU WORK IN OUR LIVES.

I PRAY FOR THOSE IN OUR COMMUNITY THAT HAVE THE AUTHORITY TO HAVE THE WISDOM AND THE HUMILITY TO BE SERVANT LEADERS LIKE CHRIST.

FINALLY, I PRAY FOR PRESIDENT TRUMP SO THAT HE HAS THE DISCERNMENT TO HAVE THE ENERGY TO DO THIS DIFFICULT JOB, BUT TO BE THE PERSON WHO SEEKS YOUR WILL, NOT ONLY IN HIS LIFE, BUT IN NATIONAL MOD MATTERS.

THE BIBLE SAYS THAT THE HEART OF A KING IS IN THE HAND OF THE LORD, AND THEN FINALLY, HEAL THIS LAND FROM THE CHAOS IN THE DIVISION AS WE MOVE FORWARD, IT IS MY PRAYER THAT WE HAVE UNITY IN AMERICA AND FOR YOU, SO THAT YOU CAN BE GLORIFIED EVERY DAY.

THIS IS THE PUBLIC'S OPPORTUNITY TO ADDRESS THE COURT ABOUT ANY COUNTY MATTERS.

SEVERAL PEOPLE HAVE SIGNED UP, BUT UH, AS YOU GUYS KNOW, YOU DIDN'T SIGN UP.

THAT DOESN'T PREVENT YOU FROM SPEAKING.

UH, BUT LET'S AT LEAST GIVE THE PEOPLE WHO SIGNED UP THE FIRST CHANCE.

SO FIRST ON THE LIST IS MR. FRANK MERLINO.

AND, UH, PLEASE KEEP YOUR COMMENTS TO ABOUT THREE MINUTES.

GOOD MORNING COMMISSIONERS AND JUDGE N THANK YOU FOR THE TIME AND CONSIDERATION.

AS I DO REALIZE, WE ARE ALL BUSY IN, IN OUR DAYS.

MY NAME IS FRANK MENO AND I LIVE AT 24 10 WINDCREST DRIVE IN ROCKWALL, TEXAS.

I'M CURRENTLY THE PRESIDENT OF THE HIGH POINT LAKE ESTATES, HOA, WHICH RESIDES IN PRECINCT THREE OUT OF DEEP CONCERN, OUR COMMUNITY BAND TOGETHER TO CREATE THE HIGH POINT LAKE ESTATES STOP THE OUTER LOOP COMMITTEE.

WE CONTINUE TO COMMUNICATE WITH OUR RESIDENTS WITH REGARD TO THE PROPOSED OUTER LOOP AND THE DR HORTON RIVER ROCK COMMUNITY.

WE ARE ADAMANTLY OPPOSED TO BOTH OF THESE, AS IT WILL HAVE A PROFOUND EFFECT ON OUR QUALITY OF LIFE.

THESE TWO PROPOSED EXPANSIONS WILL BRING 6,800 HIGH DENSITY HOMES AND APPROXIMATELY 2,700 NEW RESIDENTS TO OUR AREA.

AND INCLUDED IN THAT IS ABOUT 20,000 MORE VEHICLES ON OUR ROADS AND 17,000 MORE STUDENTS IN OUR SCHOOLS.

THE COUNTY WILL BE LEFT WITH A $250 MILLION TAX BILL TO EXPAND THE SCHOOL DISTRICT TO ACCOMMODATE THESE PEOPLE THAT WILL BE PASSED ON TO ALL OF US.

SO THAT IS A DEFINITE CONCERN FOR THE PEOPLE IN THAT COMMUNITY WHO ARE ALREADY PAYING A HIGH PROPERTY TAX.

THIS AREA ALREADY HAS WATER SHORTAGE ISSUES WITH NO SOLUTION IN NEAR SIGHT.

I ASK YOU ALL, HOW WILL THIS MAKE OUR QUALITY OF LIFE BETTER? THE OUTTA LOOP WILL NOT BENEFIT ROCKWALL COUNTY.

IT WILL BE THE DESTRUCTION OF THE AREA WE CALL HOME.

THE QUALITY OF LIFE WILL CHANGE SUBSTANTIALLY FOR THE WORSE.

THERE WILL BE ELEVATED HIGHWAYS, 50 FEET OFF PROPERTY LINES AND NOISE POLLUTION THAT WILL BE DEAFENING.

WITH THESE ITEMS COMES AN INCREASE IN TRAFFIC CONGESTION AND UNDOUBTEDLY CRIME.

LAST MONTH, THERE WAS A SHOOTOUT THROUGH OUR NEIGHBORHOOD, WHICH WAS BOTH TERRIFYING AND SHOCKING.

OF COURSE, WE ARE THINKING HOW MUCH WORSE THIS WILL GET WHEN THERE IS ACCESS TO A MAJOR HIGHWAY 50 YARDS OFF OUR PROPERTY LINES.

YOUR CONSTITUENTS IN PRECINCT THREE ARE VOICING THEIR OPPOSITION TO BOTH PROPOSALS.

IT BECAME CLEAR LAST MONTH THAT SOME OF YOU SITTING UP THERE TODAY DO NOT CARE ABOUT WHAT THE RESIDENTS WANT AND ARE PUSHING THEIR OWN AGENDA.

WHAT IS NOT CLEAR TO ME IS THE REASON FOR THAT.

I ARTICULATED MY CONCERNS SUCH AS HOW I WOULD BE FORCED TO SELL MY HOUSE AND UPROOT MY FAMILY IN THE HOME, WHICH WOULD, WHICH WAS WE LOVE, UM, DEVOID OF ANY EMPATHY.

ONE OF THE COMMISSIONERS STATED THE HIGHWAY AND RIVER ROCK ARE COMING, LIKE IT OR NOT, AND ENDED WHAT I HOPE WOULD BE A PRODUCTIVE CONVERSATION.

OUR HOPE IS THAT THE REMAINING FOUR COMMISSIONERS LISTEN TO THE PEOPLE THAT TRUST, THAT HAVE TRUSTED YOU AND ELECTED YOU IN GOOD FAITH TO PROTECT ROCKWELL AND IRRESPONSIBLE BUILDINGS.

FIRST TIME I'VE BEEN IN THE COURTROOM IN TWO YEARS.

GOOD.

GLAD TO HAVE YOU BACK.

UH, THANK YOU VERY MUCH.

UH, THIS MORNING I, I'D LIKE TO SPEAK TO AGENDA ITEM NUMBER SEVEN, UH, WHICH HAS TO DO WITH, UH, DISCUSS ACT ON, UH, RETIREE BENEFITS FOR 2025.

FIRST THING I'D LIKE TO DO IS TO MAKE AN APOLOGY.

UH, I SERVED ON THIS COURT FOR EIGHT YEARS AND I MADE SOME ASSUMPTIONS, AND THESE ASSUMPTIONS WERE ENTIRELY WRONG.

BUT ONCE YOU RETIRE AND YOU GET A LETTER THAT SAYS, DEAR RETIREE, UH, WE'RE REDUCING, I'M GONNA TALK ABOUT TWO PARTS, JUDGE.

UH, FIRST IS THE STOP.

THERE WAS A STIPEND PUT IN PLACE IN 2003.

UH, I, I BELIEVE THAT IT WAS PUT ON THE AGENDA BY DALE TROUT, UH, COMMISSIONER AT THAT POINT IN TIME, WHO REALIZED THAT, UH, HEALTH INSURANCE COST, UH, FOR RETIREES, ONCE YOU RETIRED OFF THE COUNTY PLAN, UH, WERE A MINIMUM OF 150 UP TO $300, UH, A MONTH.

AND SO THE COURT AGREED TO A STIPEND.

UH, I THINK THE ORIGINAL WAS ONE 50, AND THEN IT WENT TO 200 DURING MY TERM.

UH, THIS COURT APPROVED AN ADDITIONAL 100 TO INCREASE IT TO $300 A MONTH.

THAT STIPEND WAS INTENDED TO BE USED FOR HEALTH INSURANCE BECAUSE AN EMPLOYEE HAS A HEALTH INSURANCE UNTIL THE DAY THEY RETIRE.

ONCE THEY RETIRE AND GO ON MEDICARE, UH, IT'S $185 A MONTH.

PLUS IF YOU HAVE A SUPPLEMENT THAT STARTS AT ABOUT 150.

SO YOU'RE LOOKING AT ROUGHLY $300.

SO THIS COURT AND, AND HAS EVERY RIGHT TO DO IT, MADE A DECISION THIS YEAR TO REDUCE IT.

AND THE WORD ON THE STREET IS NEXT YEAR YOU'RE GOING TO TAKE AWAY.

SO YOU'RE GOING TO GO FROM, UH, 300 TO 200, UH, TO ZERO.

AND AS, AS A, UH, RETIREE, THAT AFFECTS ME.

BUT IT DOESN'T AFFECT ME THE WAY IT AFFECTS MOST OF THE 84, UH, RETIRED EMPLOYEES THAT ARE COV COVERED UNDER IT.

IF YOU TAKE OUT THE ELECTED OFFICIALS AND THE COUNTY ADMINISTRATORS THAT ARE ON RETIREMENT, YOU'RE PROBABLY LOOKING AT EIGHT OR $900 A MONTH IN RETIREMENT BENEFITS, PEOPLE THAT WORKED HERE FROM ANYWHERE FROM EIGHT TO 25 OR 30 YEARS.

SO, UH, AS, AS YOU GO DOWN THE ROAD, I, I WOULD ENCOURAGE YOU TO THINK ABOUT RETAINING THAT $200.

I, I AGREE IT SHOULD PROBABLY GO AWAY, UH, FOR THE FUTURE, BUT THOSE THAT HAVE BEEN UNDER IT, UH, TO CONTINUE TO ALLOW THEM TO, UH, HAVE HEALTH INSURANCE.

SO THEN WE GO TO THE RETIREMENT BENEFITS.

AND I FOUND IT QUITE INTERESTING THAT, AGAIN, I I TAKE PERSONAL RESPONSIBILITY FOR FAILING TO LOOK AT RETIREMENT BENEFITS.

IN THE LAST 10 YEARS, RETIREES HAVE HAD A COST OF LIVING INCREASE OF APPROXIMATELY 3%.

IN THE LAST 10 YEARS, EMPLOYEES WORKING FOR ROCKWELL COUNTY HAVE HAD COST OF LIVING INCREASES OF APPROXIMATELY 50%, 12 TIMES GREATER THAN WHAT RETIREES HAVE.

YET, RETIREES ARE ON FIXED INCOMES.

MOST OF THEM WILL NEVER HAVE ANOTHER SOURCE OF INCOME OTHER THAN SOCIAL SECURITY AND THE RETIREMENT HERE.

SO, UH, I, I HATE TO PUT IT BACK ON THIS COURT FOR THE FAILURE OF A PREVIOUS COURT, MAYBE

TO ADDRESS THE ISSUES IN A WAY THAT GOES FORWARD.

BUT I HOPE YOU THINK ABOUT THAT AS, AS WE DO, UH, RETIREES ARE IMPORTANT.

WE SELL THOSE BENEFITS TO PEOPLE COMING TO WORK HERE, AND WE SHOULD CONTINUE TO LOOK AT THAT AND TREAT IT AS IF IT'S, IT IS AN EXPENSE, BUT IT'S AN IMPORTANT EXPENSE TO THIS COMMUNITY.

UM, BUT ALSO TO, THERE'S A SECTION IN HERE, SECTION 3.2, 0.4 D, UH, WHICH CALLS FOR A PROPOSED DEVELOPMENT REPRESENTATIVE.

PRELIMINARY PLAT DOES NOT ENDANGER PUBLIC HEALTH, SAFETY, OR WELFARE.

UH, WHILE I DO AGREE THOSE THINGS ARE IMPORTANT, THERE ARE STATE LAWS IN PLACE, UH, THAT REQUIRE, UH, THESE APPROVALS TO, TO BE VERY, OR OR TO NOT BE ARBITRARY OR, OR TO BE AT, AT THE OPINION OF, OF THE, THE COURT.

AND SO I WOULD HOPE AS ELECTED OFFICIALS, THAT YOU WOULD NOT BLATANTLY DO ANYTHING THAT IS IN COMPLETE DISREGARD FOR WHAT STATE LAW IS.

I MOVED HERE FROM, FROM WISCONSIN.

AND THE THING THAT I'VE SEEN MORPH OVER THE LAST 11 YEARS IS HIGH DEVELOPMENT GROWTH.

WITH HIGH DEVELOPMENT GROWTH CAME.

LOTS OF MEGA BUILDERS CAME.

LOTS AND LOTS OF HOUSES CAME, LOTS OF TRAFFIC.

AND WHEN YOU READ THROUGH ROCKWALL AND WHEN YOU PAY ATTENTION TO WHAT'S HAPPENING ON FACEBOOK, AND YOU TALK TO PEOPLE AT THE COFFEE SHOPS AND DINERS AROUND ROCKWELL, THE NUMBER ONE THING IS INFRASTRUCTURE.

WE HAVE A MAJOR INFRASTRUCTURE PROBLEM.

IT'S AN INTER-LOCAL INFRASTRUCTURE PROBLEM WITH ROADS AND ROADWAYS.

WE SIGNED A BOND IN 2021, GRANTING PERMISSION FOR YOU GUYS TO SPEND OUR TAX MONEY ON NEW ROADS, 5 48, 5 49, 5 50, MAKE 'EM BIGGER, WIDER, STRONGER.

TAKE 'EM FROM FARM TO MARKET ROADS, TWO LANE ROADS THAT GET BACKED UP FOR FIVE AND SIX LIGHT CYCLES, TAKING OUR KIDS TO SPRINGER SCHOOL AND GO AHEAD AND GET IT DONE.

THAT HASN'T HAPPENED.

WE'RE GOING INTO FOUR YEARS LATER, AND WE HAVEN'T SEEN ANY DIRT TURNED OVER ON ANY OF THAT STUFF.

AND NOW WE'RE TALKING ABOUT AN OUTER LOOP.

THE OUTER LOOP IS NOT AN INTERLOCAL PROBLEM.

THE OUTER LOOP IS GONNA PROVIDE SERVICES FROM THOSE TRUCKING COMPANIES THAT WANNA HIT I 30 AND I 35 CONNECTING.

IT DOESN'T HELP US HERE, FOLKS.

IT HELPS ALL THOSE OTHER TRUCKING COMPANIES IN THE RAIL YARD THAT'S UP NORTH OF US, UM, UP IN MURPHY IN THAT AREA.

WHAT WE WANNA SEE IS WE WANNA SEE THAT INFRASTRUCTURE LOCALLY THAT WE WERE ALL ON BOARD WITH AND SIGNED FOR.

2 0 5 WAS A PROJECT THAT I WENT TO THE MEETINGS IN 2014, THAT 2 0 5 WAS GONNA BE THE SIXTH LANE GRAND BOULEVARD.

AND IT HASN'T HAPPENED.

AND I KNOW IT STARTED WAY UP IN LAVONNE NOW, AND IT'S HAPPENING DOWN IN TARRELL, BUT THAT WAS PROMISED TO US 2019 AND 2020 TO BE DONE, COMPLETED.

LET'S CUT THE RIBBON AND LET'S DRIVE ON IT.

AND WE'RE NOT EVEN CLOSE TO THAT.

SO WE'RE, WE'RE IN KIND OF A DIVERSION RIGHT NOW, FOLKS.

WE'RE DIVERTING ALL OUR EFFORTS TO THIS OUTER LOOP PROJECT WHEN WE'VE GOT PROBLEMS RIGHT HERE AT HOME.

AND THAT THOSE PROBLEMS RIGHT HERE AT HOME HELP US HELP YOUR CONSTITUENTS THAT HAVE GOT YOU INTO OFFICE.

AND YOU KNOW, THE MAJORITY DOESN'T WANT THIS.

YOUR CONSTI, UH, CONSTITUENTS , PARDON ME, THEY DON'T WANT THIS OUTER LOOP.

DO WE NEED AN OUTER LOOP? SURE.

BUT WE NEED IT A WIDER OUTER LOOP THAN WHAT IS PROPOSED.

NOT TO MENTION IT'S RUNNING THROUGH FIVE OR SIX NEIGHBORHOODS

ALL I ASK IS THAT YOU PUT US FIRST AND NOT BIG DEVELOPERS LIKE HUFFINES OR DR. HORTON FIRST, PUT US FIRST PLEASE AND GET US OUR INFRASTRUCTURE BEFORE WE ALL DECIDE TO MOVE OUT.

UM, IF YOU REMEMBER IN THE ANNEX, THE CITY OF ROCKWELL ALLOWED US TO OPEN CUT FOR SUBSTANTIAL SAVINGS ACROSS YELLOW JACKET.

UM, THEY WILL OBVIOUSLY WORK WITH ROAD AND BRIDGE AND THE SCHEDULING WITH THE SCHOOL BECAUSE IF THEY SHUT THAT ROAD DOWN WITH SCHOOL, THEY'RE ON THE LIST TO BE CALLED TO COMPLAIN.

SO, UM, THAT NATURALLY WORKS ITSELF OUT.

AGENDA ITEM SEVEN, DISCUSS AN ACT ON ROCKWALL COUNTY'S FY 2025, RETIREMENT BENEFITS AND ALL RELATED ISSUES, COMMISSIONER STACY AND S SEVERE.

UM, IF Y'ALL RECALL, DURING BUDGET TIME, UH, IT WAS THE RECOMMENDATION OF THE BENEFITS COMMITTEE TO DO A REDUCTION, UM, FROM 300 TO 200, AND ALSO TO DO A RECOMMENDED COLA OF 2%.

UM, IN THE BUDGET, WE INCREASED THE FUNDING OF THE RETIREMENT PROGRAM FROM 9% TO 10%, UM, WITH THE IDEA THAT WE WOULD BE DOING SOME COLA INCREASES WHILE WE WERE, WHILE WE COULD POTENTIALLY BE DOING THESE DECREASES TO THE STIPEND.

SO, UM, OTHER THAN THAT, UH, I, I STILL BELIEVE IT'S THE BENEFIT COMMITTEE'S RECOMMENDATION TO DO THE, THE 2% COLA THAT WOULD PUT US AT, UM, I'M GONNA PUT ON MY GLASSES.

LAST TIME I READ A NUMBER WITHOUT MY GLASSES ON, I GOT IN TROUBLE.

UM, IT WOULD PUT US AT 9.65 REQUIRED FUNDING, AND WE'RE CURRENTLY FUNDING IT AT 10.

SO WE WOULDN'T HAVE, IT WOULDN'T HAVE ANY BUDGET CONSIDERATIONS, UH, DIRECTLY TO THIS CURRENT BUDGET IF WE DID THE, UH, COLA INCREASE.

SO THE ASK FROM THE BENEFITS COMMITTEE COMMITTEE IS TO HAVE A 2% COLA INCREASE? YES.

I DON'T KNOW IF CAMMY HAS ANYTHING TO ADD.

UM, BUT THAT WAS PRETTY MUCH THE, THE VOTE OF THE COMMITTEE.

UM, WE WE'RE NOT ALLOWED TO JUST DO WHATEVER WE WANT WITH THE RETIREMENT PLAN.

SO YOU CAN GO FROM A ONE, OBVIOUSLY 0 1 2 OR 3% FLAT.

AND THEN ALSO THEY HAVE THE CPI ONES INCLUDED IN HERE AND WHAT THOSE FUNDING MECHANISMS WOULD BE.

UM, BUT IN THE CURRENT BUDGET, IT IS 10, UM, PERCENT IS WHAT WE ARE CURRENTLY FUNDING IN THIS BUDGET.

SO AS LONG AS WE STAY UNDER THAT 10%, WE, IT WOULDN'T HAVE ANY DIRECT BUDGET IMPLICATIONS.

UM, NOW IT COULD POTENTIALLY HAVE BUDGET IMPLICATIONS IN THE FUTURE IF WE WANTED TO DO MORE COLAS OR, OR THOSE SORTS OF THIS, BUT THE EXACT IMMEDIATE FY

BUDGET WE'RE UNDER IT WOULDN'T HAVE ANY DIRECT, UM, BECAUSE WE ARE ALREADY FUNDING IT AT 10%.

THAT WOULD BE THE BENEFIT TO THE RETIREES.

GOT HERE THAT THE AVERAGE MONTHLY, UM, RETIREE BENEFIT AT THE 2% FLAT IS AROUND $1,670.

IS THAT CORRECT? YES.

AND IT IS CURRENTLY AT 1,638 AVERAGE.

SO LET'S NOW ACTION IS NOT REQUIRED UNTIL DECEMBER 15TH.

UM, WE HAVE TO TELL T-C-D-R-S BY DECEMBER 15TH WHAT WE'RE GOING TO DO FOR THE NEXT YEAR.

OBVIOUSLY, WE, WE TELL THEM NOTHING, WE DO NOTHING.

UM, SO IT WAS, UH, OUR GOAL AS THE BENEFITS COMMITTEE TO PUT THIS ON COURT IN NOVEMBER, UM, TO VOTE UP OR DOWN ON THE RECOMMENDATION OF THE 2% OR ANY VARIATION OF A COLA OR NO COLA, OR JUST GET TO GET SOME COURT ACTION SO THAT IT'S CLEAR MM-HMM.

AND, AND IT'S NOT ALL THE WAY UP TO THE 10TH.

UM, I, IS THERE A REASON WHY WE CAN'T TALK ABOUT THE COLA INCREASES DURING THE BUDGET? AT BUDGET TIME? WE DID.

UM, THE, THE, THE CONTINUING OFF OFFERING OF THE STIPEND COULD HAVE ROLLED IT INTO ALMOST A MILLION DOLLARS A YEAR JUST BASED UPON WHAT WE WERE SEEING FROM A RETIREE STANDPOINT.

UM, BUT WE WENT AHEAD AND ALREADY PASSED THE POLICY SO THAT NO FUTURE RETIREE CAN GET TO THE STIPEND AS OF OCTOBER 1ST.

SO, UM, THE STIPEND IS NOW JUST LOCATED TO THE PEOPLE THAT ALREADY HAVE IT, UM, SO THAT THAT FUTURE SNOWBALL, UM, ISN'T GOING TO AFFECT THE COUNTY BUDGET.

AND SO GOING FORWARD, YOU'LL DISCUSS THIS DURING THE BUDGET? I, I TRIED REALLY HARD, BUT, YOU KNOW, AND THAT'S WHY WE GOT TO THE 10%, UM, IS TO MAKE SURE THAT WE WOULD HAVE THE ABILITY TO DO COLA IF WE WANTED TO.

BUT THE 10% DIDN'T.

SO WE DID, WE DID INCREASE THE FUNDING AND WE DID LOWER THE STIPEND, AND WE DID MAKE IT SO THAT FUTURE RETIREES, UM, WOULDN'T HAVE THE OPTION OF GETTING THE STIPEND.

SO ALL THAT DID HAPPEN, BUT IT WAS THE IDEA OF THE BENEFITS COMMITTEE IF THE STIPEND WERE TO BE REDUCED, TO MAKE SURE THAT WE SCHEDULE IN COLAS AT THE SAME TIME.

SO THAT WAS THE, THE, THE IDEA WAS TO SHIFT THE ACTUARIAL, UM, RISK INTO THE PENSION FUND AND NOT, AND OUT OF THE GENERAL FUND SO THAT WE COULD START FUNDING THE RETIREE AND PROTECT THE RETIREES BENEFITS AT T-C-D-R-S AND NOT HAVE IT IN THE GENERAL FUND OF THE COUNTY.

SO THAT IT, BECAUSE WE SAW THIS SNOWBALL OF FUTURE RETIREES WITH THE COUNTY GROWING WITH THE NUMBER OF EMPLOYEES AND HOW, AND IF YOU HAVE THAT BOTTOM LINE,

AND WHEREAS ROCKWALL COUNTY HIRED A STRATEGIC PLANNING CONSULTANT TO IDENTIFY AND PRIORITIZE ITS STRATEGIC GOALS, DURING THE DISCOVERY PHASE, OVER 11,000 CITIZENS PROVIDED FEEDBACK HIGHLIGHTING THE QUALITY OF LIFE AS A CRUCIAL FACTOR FOR PROMOTING LIVABILITY AND INNOVATIVE GROWTH IN THE COUNTY.

AND EXPRESSED CONCERNS, AND EXPRESSED CONCERNS WERE THAT OVERDEVELOPMENT AND THE LACK OF OPEN SPACES ARE DETRIMENTAL AND POSE A THREAT TO OUR UNIQUE LOCAL CHARACTER.

AND IF YOU PULL THE OUTER LOOP, WHICH IS Y'S CHOICE TO DO ALL THAT TRAFFIC, THAT'S, THAT'S CUT THROUGH, WHICH CUT THROUGH COMMUTER TRAFFIC IS GONNA GO ON THOSE ARTERIALS THAT ARE ALREADY GONNA BE MAXED OUT BY 2050.

AND KEEP IN MIND, ON THE PARTNERSHIP SIDE, THE REGION IS BUILDING A REGIONAL LOOP IN FIVE COUNTIES.

THE SECOND WHY ON WHY WE NEEDED THIS PROJECT IS, UH, IT'S IN THE 2045 MOBILITY, AND IT'S GONNA BE IN THE 2050 MOBILITY, WHICH MEANS THE RTC, THE, THE, AND, UH, TECH STOCK FEDERALLY HAVE TO PURSUE THAT PROJECT AND GET IT CLEARED.

AND AT SOME POINT WHEN IT'S NEEDED BUILT, SO OPPOSITION TO THIS ALIGNMENT WHERE THIS PROJECT ONLY DELAYS IT, IT DOESN'T STOP IT.
